Mr. Proctor reported that a black job applicant was rejected by the Agency without any effort to negotiate on the requested grade or salary. If Agency offices feel such applicants are not qualified at the requested salary level, they should attempt to negotiate salaries commensurate with the qualification and background of the applicants. 25X1 d. Mr. Colby has asked Ed Proctor to get together with I 25X1A oncerning the press story on the shipment of MIG-23 s o the Middle Last. e. Mr. Walsh reported on a meeting of DDI and DDS&T concerned with the joint Soyuz/Appollo space venture. The discussions were essentially non-technical and covered subjects such as Soviet attitudes and NASA evaluations of Soviet proficiency. Walsh suggested NASA's interest in this was essentially of a PR nature. f. Herb Jenne reported that Mr. Colby has a redraft of the DCID concerning Human Sources collection activities. h. Harry Eisenbeiss reported that the SAFE Program is making progress. This system will provide selected branches with SIGINT reports on CRT's, doing away with paper distribution. 2. I Ireported on his meeting of the DDI Professional Development Panel. 4. I Imentioned that it will be months before we see any of the retroactive pay. 5. Q announced that there will be an IAS Personnel Assembly on 29 May at 1400. Mr. Allen will be giving out Federal Service Awards. 6. announced that on Monday the OER training group will be visiting . reported that no savings bonds have been sold. 8. 4asked that any priority graphics work be brought to their attention. Between now and the end of the fiscal year they are very busy, but priorities will be handled as such. 9. Mr. Allen mentioned that the Mid Career Course will not be visiting IAS during this session. They will visit NPIC, and the next course will alternate and visit IAS. The Directors of IAS and NPIC will alternate in briefing the mid-career course at the farm.
