1. As you requested, OIA has reviewed the referenced memoranda
concerning the proposed formation of a task force to survey Community
data bases. The plan as proposed appears to be logical and with goals
obtainable in the time frame cited. However; OIA believes a great deal
of information has been already collected on this subject over the past
year.
2. For instance, theIHC initiated a similar study last August in
response to a Senate Select Committee on Intelligence requirement. Also
in August an interagency committee, the Photo Interpreter Resources
Study Group, was formed under the chairmanship ofi of the IC 25X1
Staff. One subcommittee of the Study Group has the specific task in the
Terms of Reference to "Review national and departmental imagery related
data bases for requirement, content, completeness, currency, accept-
ability and utility. Compare them for duplication, overlap, interaction
and interdependence." Another subcommittee has conducted an extensive
survey of analysts concerning data base accessibility.
