SUBJECT . HRC Membership and Open Source Collection (OSCOL)
REFERENCE . Your Memo of 20 December 1978, Subject as Above
1. In response to your request for comments on HRC membership and
the proper future forum for OSCOL matters, I have reviewed the attach-
ments to your 20 December memorandum and would like to offer a few
thoughts. Historically, neither human source collection nor open source
collection have had very much direct impact on the product of the Office
of Imagery Analysis. However, in recent years both have become increasingly
valuable to our analysis, and this trend appears to be continuing.
2. Although I am always dubious about any increase in bureaucratic
overhead, the findings of the OSCOL working group and the functional
differences in human source and open source collection as presented by
Ambassador Holdridge persuade me that these activities should receive
separate and equal status and attention.
3. I think that Ambassador Holdridge's proposal to limit full HRC
membership to those organizations most directly and actively involved is
a sound recommendation. The same approach should apply to the proposed
OSCOL Committee. In both cases, an organization with less than full
membership could be accommodated by associate membership or participating
observer status.
4. Finally, I support the proposals to more fully utilize the Ohio
College Library Center and the compilation of a directory of handbook of
Community open source exploitation and tasking.
