1.,, My memorandum of 20 October 1978 (ref a) discussed changes in
the procedure you, or analysts "in your component, use to request imagery
analysis assistance from the Office of Imagery Analysis. In paragraph 4
of that memorandum I made a broad-brush attempt to differentiate between
the type of imagery analysis assistance provided to NFAC analysts by
DIA, and the -type of imagery support which NPIC provides-the intelli-
ODence community.. The NFAC Requirements and Evaluation Staff (RES) has
expressed its cpncern.that this paragraph provides incorrect guidance to
NFAC offices.
2. Specifically, at about the middle of paragraph 4, 1 wrote: "As
is now the case, requests for immediate readouts of missions or large

area searches should go directly to NP.IC." The word "directly" -se-ems-to-

3, The proper procedures for levying requirements on NPIC, and thie

attachment (Memo, Subject: "Procedures for Handling CIA Requirements
for Detailed Imagery Exploitation and Certain Other Services, Dated
31 July 1978) to the memorandum of 31 July 1978 from the Chief, RES/NFAC
(ref b).
4. The 20 October memorandum was meant to address only the changes
in the procedure for requesting imagery analysis assistance from OIA. "I
hope this memorandum will rectify any confusion which-may have been
generated with respect to NPIC requirements.
