SUMMARY 1. (S/D) This report updates information in NPIC report on SS-20 mobile IRBM bases 25X1 in the USSR.' This report also includes a synopsis of significant mobile missile activity seen at two offensive MTCs; three missile-related research, development, and production facilities; and several com- mand and control facilities (Figure 1). 2. (S/D) Significant activity during the reporting period included the following: a. the identification of a new, scratch-built mobile base at Novosibirsk; b. the identification of support rings on an empty SS-20 TEL at Verkhnyaya Saida RTP; c. the identification of a new mobile base at Krolevets; d. the identification of probable SS-20-associated camouflaged vehicles at Lutsk MRBM Launch Site 1; e. SS-20 field-training exercises at three complexes; f. the continuation of priority snow removal at SS-16 LRPs at Plesetsk; and g. several command-and-control developments. 3. (U) The reporting period extends from A location 25X1 DISCUSSION Deployed Complexes 4. (S/D) As of 32 of the 40 mobile bases were in the late stages of construction or complete and were assessed to be capable of maintaining an operational unit (Table 1). Based on past construction practices, the 40 bases, including the remote site at Drovyanaya, will eventually contain a total of 363 SBGs to house SS-20 missiles on launchers. Six bases are in the eastern section of Siberia, six are in the western section of Siberia, ten are in the central USSR, and 18 are in the western section of the USSR.* 5. (S/D) Drovyanaya Mobile IRBM Base 4. On ~ an SS-20 TEL with an SS-20 training 25X1 canister was in the operations area in front of a former SS-7 MRB. This was the first time that SS-20-related equipment has been observed at this mobile IRBM base. 6. (S/D) Novosibirsk Mobile IRBM Base 6. A new SS-20 base, designated Novosibirsk Mobile IRBM Base 6 (Figure 2), was identified under construction in January 1982. This new base is the 40th base identified in the Soviet Union to date and the sixth at Novosibirsk. The base is a scratch-built facility, approximately 1 nm southeast of the Novosibirsk IRBM RTP , at 55-15-30N 083-03-45E. The Novosibirsk Complex supports five operational SS-20 bases, all of which were constructed at dismantled SS-7 ICBM launch sites. 8. (S/D) Verkhnyaya Saida NPHF and RTP On SS-20 TEL imprints were in front of the high two-bay building in the NPHF, and an empty SS-20 TEL was at the RTP, suggesting that missile guidance/.calibration had been conducted. The empty TEL had three support rings for securing the SS-20 missile canister on the TEL (Figure 3). This was the first observation of SS-20 TEL imprints at Verkhnyaya Salda NPHF, and the first time support rings have been observed on an empty SS-20 TEL. 12. (S/D) Yurya Mobile IRBM Base 1. On 0 a probable SS-20 TEL with missile canister was in the operations area in front of a former SS-7 MRB. (S/D) Krolevets Mobile IRBM Base 1. The 39th mobile IRBM base, Krolevets Mobile IRBM Base 1 (Figure 4), was under construction on at Krolevets IRBM Launch Site 1 Nine 225X1 SBGs and one single-bay, temporary building were in the former SS-5 launch area. One SBG and the temporary building were in tandem on a single access ramp, with the temporary building apparently inaccessible to vehicles. 15. (S/D) By the temporary building had been dismantled, and at least three additional 25X1 temporary buildings that had been constructed in tandem with three SBGs appeared to have been dismantled. In addition to the nine SBGs, three four-bay garages were in the early stages of construction. No evidence of mobile base construction was observed on coverage of Launch Site 1 on Q 25X1 Krolevets Mobile IRBM Base 1 was the second mobile IRBM base in the Romny SSM Division of the Vinnitsa SRF Army. 16. (S/D) Lutsk MRBM Launch Site 1. On at least six camouflaged, probable SS-20- 25X1 associated vehicles were in the launch area of Lutsk MRBM Launch Site 1 . Lutsk MRBM 25X1 Launch Site 1 was assessed to be in a reduced state of readiness on and no SS-20- 25X1 associated activity has previously been identified at this facility. (S/D) Eight SS-20-associated facilities and crew training areas were imaged during this reporting period. No significant activity was observed. 18. (S/D) Test. Complex C Site 1. By the previously reported fourth and fifth bays had been'added to the three-bay garage. This garage is similar to the five-bay garages under construction at Novosibirsk Mobile IRBM Base 6. Plesetsk Missile/Space Test Center SSM 19. (S/D) Mobile ICBM-Associated Bases and Facilities. All four of the mobile ICBM-associated bases-Mobile ICBM Facility 1 (MOB 1, Mobile ICBM Facility 2 (MOB 2, ICBM Launch Test Site (LTS 5, and ICBM Launch Test Site 6 (LTS 6, Hand four of the five mobile ICBM-associated support facilities were imaged during this reporting period. 20. (TSR) All 42 LRPs were observed during the reporting period (Table 2). Activity included snow removal operations at the four mobile ICBM-associated bases, probable AADs mounted in many of the LRPs, and the clearing of snow to provide a stable base for TEL leveling jacks at some LRPs. In addition, MSVs were identified at two of the four mobile ICBM bases during December. 21. (TSR) MOB 1. All 12 LRPs at this base were observed. Clearings for or imprints from TEL leveling jacks at LRPs were identified five times. Vehicles and personnel were in the driver training area during March. In addition, on a long, rectangular, canvas-covered framework was among the trees at the driver training area. The framework was not present on 22. (S/D) MOB 2. All 12 LRPs at this base were observed. Most of the LRPs had areas cleared for TELs, and probable AADs were periodically seen in the LRPs. 23. (TSR) LTS 5. All 12 LRPs at this base were observed, and probable AADs were periodically seen in the LRPs. Clearings for or imprints from TEL leveling jacks were identified at two of the L and one set of clearings/imprints were identified in the calibration-associated area on and In addition, two probable MSVs, were observed on respectively. 24. (S/D) LTS 6. All six LRPs at this base were observed. All LRPs had been cleared of snow, and four LRPs had probable AADs in them. On a probableMSV was outside the support area. 25. (S/D) Missile Handling Facility Construction in support of the anticipated SS-16 follow-on continued. If the rate of construction continues, the new buildings/structures could be com- pleted before the third quarter of 1982. 26. (S/D) LTS 21 No significant activity was observed. The canvas has not been placed on the sliding-roof framework on the extension of the east pad. Bryansk Guided Missile Support Equipment Plant 11 27. (S/D) Components for at least 23 to 24 garages were fabricated, and components for at least 12 to 13 garages were shipped from the plant (Table 3). Although these figures suggest a reduced level of production, it should be noted that usable imagery was obtained only two times during the period because of cloud cover. This limited access precluded an adequate sampling rate for assessing compo- nent production levels with any degree of confidence. SS-20 Command and Control 28. (S/D) Significant command-and-control developments observed during the reporting period (Table 4) included the following: the construction of a new regimental headquarters at Slonim Mobile IRBM Base 1 and Dyatlovo Mobile IRBM Base 1; the dismantlement of the Slonim MRBM Regimental Headquarters Radio Receiver/Bunker/Hard new construction at Krolevets IRBM Regi- mental Headquarters Radio Receiver/Bunke and Gresk MRBM Regimental Headquarters Radio Communications Transmitter Station ; considerable progress on the previously reported large building under construction near the Mozyr MRBM Division Command Post/Bunker (BE the construction of two lattice towers at Novosibirsk Mobile IRBM Base 1; the construction of one lattice tower at Novosibirsk Mobile IRBM Base 2; the construction of one lattice tower and the -8- Top Secret 25X1 25X1 25X1 25X1 25X1 25X1 25X1 25X1 Sanitized Copy Approved for Release 2010/02/26: CIA-RDP82TOO709R000100190001-6 Sanitized Copy Approved for Release 2010/02/26: CIA-RDP82TOO709R000100190001-6 Top Secret RUFF probable SS-20-associated vehicles were in the launch area of Launch Site 1. All four of the mobile ICBM-associated bases-Mobile ICBM Facility 1 (MOB 1, Mobile ICBM Facility 2 (MOB 2, ICBM Launch Test Site (LTS 5, and ICBM Launch Test Site 6 (LTS 6, Hand four of the five mobile ICBM-associated support facilities were imaged during this reporting period. 20. (TSR) All 42 LRPs were observed during the reporting period (Table 2). Activity included snow removal operations at the four mobile ICBM-associated bases, probable AADs mounted in many of the LRPs, and the clearing of snow to provide a stable base for TEL leveling jacks at some LRPs. In addition, MSVs were identified at two of the four mobile ICBM bases during December. 21. (TSR) MOB 1. All 12 LRPs at this base were observed. Clearings for or imprints from TEL leveling jacks at LRPs were identified five times. Vehicles and personnel were in the driver training area during March. In addition, on a long, rectangular, canvas-covered framework was among the trees at the driver training area. The framework was not present on 22. (S/D) MOB 2. All 12 LRPs at this base were observed. Most of the LRPs had areas cleared for TELs, and probable AADs were periodically seen in the LRPs. 23. (TSR) LTS 5. All 12 LRPs at this base were observed, and probable AADs were periodically seen in the LRPs. Clearings for or imprints from TEL leveling jacks were identified at two of the L and one set of clearings/imprints were identified in the calibration-associated area on and In addition, two probable MSVs, were observed on respectively. 24. (S/D) LTS 6. All six LRPs at this base were observed. All LRPs had been cleared of snow, and four LRPs had probable AADs in them. On a probableMSV was outside the support area. 25. (S/D) Missile Handling Facility Construction in support of the anticipated SS-16 follow-on continued. If the rate of construction continues, the new buildings/structures could be com- pleted before the third quarter of 1982. 26. (S/D) LTS 21 No significant activity was observed. The canvas has not been placed on the sliding-roof framework on the extension of the east pad. Bryansk Guided Missile Support Equipment Plant 11 27. (S/D) Components for at least 23 to 24 garages were fabricated, and components for at least 12 to 13 garages were shipped from the plant (Table 3). Although these figures suggest a reduced level of production, it should be noted that usable imagery was obtained only two times during the period because of cloud cover. This limited access precluded an adequate sampling rate for assessing compo- nent production levels with any degree of confidence. SS-20 Command and Control 28. (S/D) The new regimental headquarters at Slonim Mobile IRBM Base 1 (Figure 6) is separately secured, approximately 0.5 nm north of the older existing regimental headquarters (Slonim MRBM Regimental Command Post/Bunker, and consists of a 25- by 16- by 12-meter, three-story, rectangular, headquarters/administration building with an unidentified probable antenna array on the roof; an 11-bay vehicle storage building; two horizontal dipole antennas, oriented 60/240 degrees toward Moscow; and two steel lattice towers, probably supporting UHF/VHF antennas. This headquarters/ad- ministration building and another identical building at Dyatlovo Mobile IRBM Base 1 represent a depar- ture from the usual deployment of either single-story, C-shaped or two-story, irregularly shaped head- quarters/administration buildings at regiment-level, SS-20 command-and-control facilities. The construc- tion of the new regimental headquarters began in the summer of 1981 and had been completed by January 1982. It is presumed that the older existing regimental headquarters has been or will soon be phased out of operation as a command post. 30. (S/D) At Dyatlovo Mobile IRBM Base 1, a new regimental headquarters, identical to the one at 25X1 25X1 25X1 25X1 25X1 25X1 Slonim, was constructed between August 1980 and January 1982. On coverage of0 two proba- 25X1 ble SS-20 MSVs in front of the 11-bay garage were the first pieces of operational SS-20 equipment observed at this base. On the same coverage, one of two steel lattice towers at this facility appeared to have a KY-EL-06 antenna atop it. A similar antenna has been identified at two other deployed mobile missile bases, Lida Mobile IRBM Base 1 and Novosibirsk Mobile IRBM Base 4. 31. (S/D) The Slonim MRBM Regimental Headquarters Radio Receiver/Bunker/Hard, which is adjacent to Slonim Mobile IRBM Base 1, has apparently been dismantled for several months. A review of imagery indicates that in July 1981 the antenna field had been dismantled, significant tree-clearing activity had occurred, and a new helicopter pad had been constructed on the facility's only hardened antenna. The removed antennas consist of two horizontal dipoles, oriented toward Moscow/Smo- 25X1 lensk; two omnidirectional quadrant antennas; and two masts, probably supporting UHF/VHF antennas. The dismantling or downgrading of old regimental receivers is typical when SS-20 site conversion occurs. 32. (S/D) At the Krolevets IRBM Regimental Headquarters Radio Receiver/Bunker, new construc- tion began between July 1981 and January 1982. By February 1982 (Figure 7), six long, rectangular, probable barracks were in various stages of construction in the antenna field, probably indicating the abandonment of the facility's communications function. In addition, numerous vehicle tracks and scattered heavy equipment at this facility indicated that the antenna feedlines, which are low to the ground, must have been removed. When operational, this facility had the capability for radio communications with Moscow, Romny, and other undetermined correspondents. 33. (S/D) The entire antenna field at the Gresk MRBM Regimental Headquarters Radio Communi- cations Transmitter Station was taken down and rebuilt between July 1979 and March 1982. The field presently consists of'two double rhombic antennas, oriented northeast; four horizontal dipoles, oriented north/south and northeast/southwest; and a mast, probably supporting UHF/VHF antennas. Additional antennas may be present. The antenna field previously consisted of three horizontal dipoles and two quadrant antennas. Two of the removed horizontal dipole antennas were oriented toward 25X1 Smolensk, and the other removed horizontal dipole was oriented toward Lida. The 25X1 removed quadrant antennas had an omnidirectional communications capability. (S/D) Imagery of the Postavy IR/MRBM Division Headquarters Radio Receiver/Bunker/Hard on was of sufficient quality to enable the first mensuration of the three reviousI reported sets of 25X1 tower-mounted TWIN EAR antennas. One TWIN EAR antenna set was oriented toward Postavy 25X1 regiment, and one antenna in the third set was oriented toward Postavy Mobile IRBM Base 1, 25X1 while its companion antenna was oriented toward the Polotsk MRBM regiment. However, no 25X1 TWIN EAR antennas were identified at the possible correspondents. The towers supporting these TWIN EAR antennas are 48 meters high.
