The current trend is characterized by "more information" requested
by Bureau of the Budget, Congressional Committees, Agency Management and
policy bodies such as U.S. Intell Board, NSC, and President's Board of Con-
sultants. General Accounting Office* has asked for a comprehensive audit--
not to include UV funds. These demands are being met by centralized finan-
cial liaison services, improved accounting and reporting systems, training
and electronic data processing.

;TRACT NOTATION REFERENCES In a discussion of management responsibilities as they affect the DDP,
Mr. Bissell (then the DDP) noted:
Four symptoms of bureaucracy: The size of CS Headquarters; number of people involved in
a single action; multiplicity of written guidance; and pure volume of paper flow.
Conjecture as to causes: Excessive defensiveness; enormous expansion over a short period
of time.
Twin principles: Maximum effective feasible delegation to the line officer with maximum
effective feasible liberty of action - notes lack of comprehensive program instead of a
program composed of many smaller decisions made elsewhere.
Corrections and changes: Delegation downward; DDP provide broad policy guidance by mid-
November providing an alloc.ation of resources and then the program developed from this guid-
