We discussed substance of questions posed in reference telegram
.with Foreign Office today without revealing exact nature Yugoslav
approach. Foreign Office reaction as follows:
?
1. Foreign Office has received no indications from Poles that
they would welcome GFR initiative at this time in extablishing
diplomatic relations. Foreign Office is inclined to think
that Poles might prefer to hold question in abeyance for moment,
since they are in admittedly tight spot with regard to USSR.
and recognition move by GFR right now might add to their.
troubles rather than help.
2. Foreign Office representative commented that Poles undoubtedly
would like reassurance and that best from their standpoint
would probably be firm statement or indication from United
States that it backed Polish independence. He thought this.
would mean much more than recognition by GFR.
3. Foreign Office representative also thought that hesitancies
in past re GFR-Polish diplqmatic relations had stemmed largely
from German side. If these could be overcome, and if
Poles could see way clear to establishing relations at this
Auncture, Foreign Office would see only good in it au would
Approve.
