MEMORANDUM FOR:
SUBJECT: Contingency Planning for the Dominican
Republic
1. In view of the continuous stream of State-cables
predicting the eruption of violence and/or repressive counter-measures,
it is considered imperative that State, DOD, and ourselves consider
various contingency measures that could be taken if the situation war-
ranted, and take such preliminary actions as required in order to
make those steps effective.
2. Among the possible actions that should be considered are
the following:
a. Naval blockade to prevent undesirable it
external intervention,
b. Air blockade for the same purpose.
c. Sea delivery of materiel.
d. Air delivery of materiel.
