SUBJECT: Briefing CRF on OPC operations.
1. To prevent the distortion of CIA intelligence estimates
by the covert operations of CFC, it is agreed that the assistant
Director, ORE, be advised of such CPC operations. O PC will issue
instructions to its field offices calling their attention to the
importance of this matter and requiring them to inform Washington
Headquarters specifically of such operations as in their judgmt
may have the effect of producing distortions of U. S. intelligence
estimates.
2. It is understood that security will be controlled in
accordance with the need to know within ORE. The A,ssistnnt
Director, ORE, will advise his staff only of those elements of
specific operations which might give rise to misinterpretations.
With the exception of unusual occasions, which will be the subject
of ad hoc agreement between the Assistant Director, ORE, and the
Assistant Director, OPC, the ME staff officers who shall be made
aware of this type of information will be strictly limited to the
Chief and Deputy Chief of the Current Intelligence Group and two
key officers in each of such of the ORE geographic divisions as may
be concerned.
3. The Advisory Staff Officer, OPC, is designated (PC
liaison officer to the Assistant Director and Deputy Assistant
,Director, (RE, with respect to covert operations.
