TERMINATION OF BEFORE-AND-AFTER
HOURS LANGUAGE TRAINING PROGRAM
A number of problems encountered by
the Office of Training during the conduct
of the BAHLT Program during the nine
month training year just ended has led
to a basic review of the value and via-
bility of this Program within the Agency.
Initiated in 1969, the Program was
seen as a convenient means for enabling
seriously motivated students needing or
wanting to learn a foreign language to
do so without interfering with their job
responsibilities. During this past year
85 students enrolled in the BAHLT Pro-
gram, one-third fewer than in the pre-
vious year. Attendance rates by these
students generally were 60% or below;
by the midpoint in the Program more
than half the students had dropped out,
and only 22 remained at the end of the
term in June.
The Office of Training has conclu-
ded that, given the low enrollment and
poor attendance, the benefits from the
Program no longer justify the expendi-
ture of the resources involved. There-
fore, with the approval of the Deputy
Director for Management and Services,
OTR is obliged to announce the termina-
tion of the Program, effective 30 June
1974.
At the same time, Agency supervisors
and employees are reminded that OTR con-
tinues to offer part-time language train-
ing courses, during regular duty hours,

at both Headquarters and the Chamber of Commerce
Buildings. Classes at Headquarters are conducted
one hour daily, September through June, in Russian,
Chinese, Japanese, French, German and Spanish. In
addition, if there is sufficient demand, foreign
language courses will be available to Agency per-
sonnel as part of the off-campus program conducted
under the auspices of the University of Virginia.
