We are calling your attention to a serious Government-wide problem of
growing proportions. This problem concerns the inordinate increase in
the number of complaints the General Services Administration (GSA) is
receiving from the public regarding alleged misuse of GSA Interagency
Motor Pool System vehicles. This increase stems in part, we believe,
from the heightened attention Government vehicles are receiving during
the current period of gasoline shortages.
We are requesting that rules governing authorized use of Government
vehicles be stressed to your supervisors and employees. Officers and
employees'of the Government shall use Government-owned or -leased
vehicles for official purposes only. "Official purposes" does not
include transportation of an officer or employee between his place of
residence and place of employment, unless authorized under the
provisions of 31 U.S.C. 638a(c)(2), or other applicable law. In this
period of long gas lines in parts of the country, rules prohibiting
the conversion of Government vehicles to personal use cannot be
overemphasized.
GSA is required, under section 211(1) of the Federal Property and
Administrative Services Act of 1949, as amended (40 U.S.C. 491(1)),
to notify the head of the agency using the vehicle of a reported
violation and the using agency is required to conduct an investigation.
In addition, we are requesting you to emphasize to your supervisors
and employees alike the requirement to operate GSA Interagency Motor
Pool System vehicles in accordance with all other applicable laws and
regulations. Federal employees are not exempt from State and local
traffic laws and are personally responsible for fines or other
penalties incurred as a result of violations of such laws.

Prudent and lawful use of Government vehicles is expected and required
of Federal employees. Moreover, the public's perception of the Federal
employee, as well as of the Government's performance of its mission,
frequently may be based on how Government vehicles - a highly visible
symbol of Federal presence in a locality - are used.
We urge you to join us in taking decisive action to ensure that
Government vehicles are operated properly and used for official
purposes only.
