This letter provides current FY 1980 planning rates that pertain
to Telecommunications Programs and Communications Services Industrial
Funds (CSIF) that were approved by the Deputy Secretary of Defense
on 14 November 1978 in Decision Package Set 405, for inclusion in
the FY 1980 President's Budget. This letter supersedes my letter
of 3 August 1978 regarding FY 1980 CSIF rates..
All of the FY 1980 rates announced in this letter should be used for
planning purposes. Under the current OSD rate stabilization program
the following rates will also be used for billing purposes at the
beginning of FY 1980 on 1 October 1979 unless you are otherwise
notified.
TELPAK planning rates in CONUS in FY 1980 will continue at'56C per
month per airline mile for a voice or voice equivalent circuit, and
28C per month per teletype (TTY) channel airline mile except for
those channels in VFCT trunks covered in Part II of enclosure 3.
AUTOVON backbone planning rates for FY 1980 are contained in
enclosure 1.
FY 1980 AUTODIN backbone planning rates are stated in enclosure 2.
FY 1980 Overhead planning rates will remain at 1.5 percent on all
services. Only AUTOVON and AUTODIN rates announced in this letter
have been calculated to include the overhead charges..

The*FY 1980 Alaska Telephone Switching System (ATSS) planning rates
to be charged for use of the backbone portion of the ATSS is $880
per month for each subscriber line that is connected to an ATSS
switch.
The ARPANET backbone planning rate will continue at $6,400 per month
per node (TIP/IMP) during FY 1980.
Multiplex system planning rates that were announced in my letter of
3 August 1978 remain unchanged, however, as a matter of convenience
they are reissued and contained in enclosures as identified below:
a. Transoceanic teletype (75 BPS) and data (2400 BPS) service:
Part I of enclosure 3.
b.
CONUS VFCT Service: Part II of enclosure 3.
c.
CONUS Channel. Packing Service:
Part III of enclosure 3.
d.
European. channel packing data systems.(1200-7200. BPS):
Part IV of enclosure 3.
e. 1.544 MBPS Service: Part V of enclosure 3.
f. Washington Area Wideband System (WAWS): Enclosure 4.
Enclosure 5 shows those FY 1980 monthly rates that DoD components
should plan to charge non-DoD agencies for secure voice AUTOVON service
that is provided via their secure voice facilities, e.g., FTC 31, cord
switch-boards, etc. As in the past, reimbursement for interconnections
between DoD and non-DoD secure voice networks in the Washington, D.C.
area will be as mutually agreed between those agencies concerned.
