V_ t a I ft oI & I am delighted that you will be able to meet with /ASPA's National Capital Area Chapter to share your thoughts and concerns about government's capacity to manage. Although you are at liberty to discuss any aspects of public management you wish, some areas of particular concern to the ASPA membership are (1) lack of confidence in responsible behavior of government officials (Ethics in Government); (2) more intensive scrutiny of government operations and decision-making (Freedom of Information Act); (3) increased administrative oversight by the Congress (the Bumper's Amendment). Since you will be our first major speaker of the decade of the 1980's, we might title your " luncheon address, Government Management in the 80's: bility or Paralysis?" When Marcia told me that you would be willing to speak, she indicated that January would be better than February. Your secretary, 'ndicated that you were available on Friday, January 18. We have, therefore, begun making arrange merits or t at date. I will assume there is no problem unless I hear. otherwise. Within the next week or so, I will provide details as to the time and place of the luncheon meeting to We look forward to having you as our guest speaker in- January, and hope that in the meantime you and Marcia will have a pleasant Christmas holiday. Perhaps Dwight and I will see you at. the Dean's annual "Lutafiske"! Most sincerely, Dona Wolf President-Elect and Program Chair hart es W. Was Steinhardt C W.
