I am delighted that you will be able to meet with
/ASPA's National Capital Area Chapter to share your thoughts
and concerns about government's capacity to manage.
Although you are at liberty to discuss any aspects
of public management you wish, some areas of particular
concern to the ASPA membership are (1) lack of confidence
in responsible behavior of government officials (Ethics
in Government); (2) more intensive scrutiny of government
operations and decision-making (Freedom of Information Act);
(3) increased administrative oversight by the Congress (the
Bumper's Amendment). Since you will be our first major
speaker of the decade of the 1980's, we might title your
