IN THE HOUSE OF REPRESENTATIVES

Mr. BENNETT introduced the following bill; which was referred to the Committee
on Science and Technology
A BILL
To require the submission to Congress of research proposals
prior to the expenditure of Federal funds.
1 Be it enacted by the Senate and House of Representa-
2 tives of the United States of America in Congress assembled,
3 SECTION 1. (a) No department, agency, or instrumen-
4 tality of the Federal Government shall enter into any con-
5 tract for the performance of, nor make any grant, contribu-
6 tion, or other expenditure of Federal funds for the conduct or
7 support of, any form, manner, or type of research by any
8 private person, or by any branch or agent of a. State or local
9 government, until after the expiration of thirty days from the

1 date upon which a prospectus concerning such research is
2 submitted to the committee or committees of the Senate and
3 House of Representatives with jurisdiction over such depart-
4 ment, agency, or instrumentality, or over the research pro-
5 posed.
6 (b) As used in subsection (a), the term-
7 (1) "research" includes experimentation, observa-
8 tion, data collection, tabulation, and correlation, study,
9 analysis, hypothesis or conclusion formulation, and ex-
10 position of results;
11 (2) "prospectus" means a summary of a particular
12 research proposed, prepared by, or with the approval
13 of the department, agency, or instrumentality which
14 will supervise the proposed research, which shall con-
15 tain-
16 (A) the name of the person, or of the branch
17 or agent of State or local government, who is to
18 conduct the research;
19 (B) a description of the plan of research;
20 (C) objectives or purposes sought to be pro-
21 moted by the research;
22 (D) the cost of the research,, contract, or the
23 amount of the grant, contribution, or other ex-
24 'penditure for such research from Federal funds;

1 (E) the date upon which the research is to
2 commence;
3 (F) the legal authority for such contract,
4 grant, contribution, or other expenditure; and
5 (G) the name of the department, agency, or
6 instrumentality submitting such prospectus; and
7 (3) "private person" means any person as defined
8 in section 1 of title 1, United States Code, except an
9 employee of the Federal Government (as defined in
10 title 5, section 2105 of such Code) during the course of
11 his employment.
12 (c) The provisions of subsection (a) shall not apply to
13 any research where the sum of all Federal funds in contracts,
14 grants, contributions, or other expenditures pertaining to
16 SEC. 2. The Director of the Office of Management and
17 Budget shall promulgate such rules and regulations as may
18 be necessary to carry out the purpose of this Act and to
19 secure compliance by the heads of all departments, agencies,
20 and instrumentalities of the Federal Government.
21 SEC. 3. The provisions of this Act shall apply with
22 regard to any contract entered into, or any grant, contribu-
23 tion, or other expenditure made more than sixty days after
24 the date of enactment of this Act.
