The effort of the Committee has been to hold fair and balanced hearings giving both sides full opportunity to express views. Essential to this process has been the bipartisan nature of the Committee's staff preparation. The reason we write to you today is to request your assistance in this bipartisan effort by providing access to the Committee's deliberations on monitoring and veri- fication to two members of the Minority Staff -- the Minority Staff Director, Albert A. Lakeland and Charles Sorrels, the Minority consultant on verification matters. We appreciate and applaud your efforts to protect sensitive information and to hold to a rigid "need to know" approach. However, given the importance of the SALT Treaty and the necessity to develop information and testimony in a bipartisan fashion, we believe it imperative that the Minority be given the same access in monitoring and verification matters as my Staff Director, William Bader, and the Committee's consultant, Harry Sauerwein.
