We.have reviewed your plan to transfer $45,500 from
the Intelligence Community Staff to the Department of Justice
to establish secure facilities for the new Surveillance
Court.
Although the Committee did not envision that -funds
authorized for the Intelligence Community Staff would be
utilized specifically for this purpose, we recognize that
one of the underlying. considerations for these facilities
is that they satisfy intelligence community security prac-
tices and standards established by the Director of Central
Intelligence to protect intelligence sources and methods
from unauthorized disclosure.
We assume, therefore, that this action is being accom-
plished under the Economy Act as a service of common concern,
and have no objection to the handling of this transaction
in that manner.
