MEMORANDUM FOR: Deputy Director for Administration
FROM: Director of Central Intelligence
SUBJECT: Morning Meeting Discussion Items (U)
1. Following up on a suggestion at our luncheon meeting of
Deputy Directors and Independent Office Heads, I'd like to ask you
to take the lead in preparing discussion items for one of our forth-
coming Morning Meetings. I think one of the titles should be "CIA
Retirees." With our coming to the end of the first generation and
lots of people retiring, should we be doing more for our retirees?
Should we be keeping them better informed? Should we be using them
to help us recruit? Should we be using them to help us obtain a
better public profile? Are there other ways we can both serve them
and encourage them to serve us--perhaps an annual meeting here or
various other centers where they are located? Where are the centers
located? Also, do we need to do more to help place these people in
other jobs when they are ready for retirement? (C)
2. "Recruiting on College Campuses" would be another title. How
is our reentry on the campuses going--besides the paint incident at
Ohio State? Should we inventory our retired and active employees as
to their college of origin and engage them on those campuses in
recruiting? Do we really want to recruit on the campuses or do we
want people with more experience? Can all of the Directorates help
by supplying temporary recruiters for blitz activities on individual
campuses? (C)

3. When you are ready, arrange with the DDCI to schedule this
for a time when I will be able to attend and when we can set aside
time to discuss it. (U)
4. Feel free to circulate a point paper on this ahead of time
if you think it would facilitate the discussion. (U)
