C. 20515 Dear Mr,.Bennett: This is in response to your letter of 'February 5, 1979, to Admiral Turner regarding ST has also written directly to Admiral Turner and a copy of his response to him is enclosed for your information, STAT was employed by this.Agency on March 27, 1966, as a career trainee, His training was tragically interrupted by an automo- bile accident on May 1, 1966, and residual effects of the injuries STAT which sustained in that accident ultimately brought about his resignation from the Agency in September 1968. He was not eligible for disability retirement because he had completed less than the required five years of civilian service, From the date of the'accident until July 1967, was present for duty for less than two months, During the major portion of this 14-month period he was in either a sick leave or leave without pay status, Upon return to duty in July 1967, was given limited duties because of his physical condition, With the commencing of a new career trainee class in December 1967, F' _J was returned to that program. Unfortunately, it was necessary to withdraw him from the program the following month when it was found that he had not sufficiently recovered from his injuries to be competitive, Our records reflect that thereafter both our medical staff and Office of Personnel worked with in vocational rehabilitation efforts until and after his resignation. ST STA' ST ST STAT is requesting disability compensation and medical care for his injury, As you know, such benefits are administered by the Office of Workers' Compensation of the Department of Labor and are provided only for injury, illness or death in the performance of duty. F _J has ST, said his accident occurred while drivin however, we are STS unable to find any evidence that I kwas acting in an official STA capacity at the time of his accident. Nonetheless, we are advising STAT of the procedures for filing a claim with OWCP and will assist him in every way possible in that regard.
