REPORTING UNAUTHORIZED DISCLOSURES
RELATING TO INTELLIGENCE SOURCES AND METHODS (U)
1. Executive Order 12036, dated 24 January 1978, provides that
the Director of Central Intelligence will develop programs to ensure the
protection of intelligence sources and methods. The vital need for such
a program is brought into ever sharper focus as the level of unauthorized
disclosures of classified information in the public media continues to
rise. Recent revelations concerning proposed SALT II verification
techniques are vivid examples of these disclosures. Each revelation
increases the risk of exposure of sensitive intelligence sources and
methods and the possibility of their denial. (C)
2. Agency employees are. requested to report immediately any known
or suspected instance of unauthorized disclosure of classified information
that appears in the public media. Such reprQrts should be made to the

cation of the publication (date and issue number) or other medium in
which the disclosure occurred; the title of the article; identification
of the generic category of intelligence sources involved (e.g., HUMINT,
COMINT, PHOTINT, etc.); identification of the known or suspected classified
source document or presentation medium; an assessment of the disclosure's
potential damage; and any information that could provide assistance or
direction in resolving the disclosure. (U)
3. To be effective, reporting on unauthorized disclosures must be
timely and contain as much factual data as is available. to the reporting
individual. (U)
