SUBJECT: Organizational Location of Personnel Functions
1. As you requested, the Executive Committee members and I have
prepared position papers on organizationally transferring either part
or all of the Office of Personnel. Attached you will find copies of
the responses.
2. In summary, only the Comptroller strongly supports transferring
just the OP policy control and enforcement units to the DCI area. The
DD/A strongly opposes this organization shift and the DD/O is negative
towards it. The D/NFAC feels the. reasons to reject this move are per-
suasive while the DD/SfT suggests focusing harder on identifying the
problem rather than relying on organizational changes that may not
really guarantee solutions. The D/EEO did not offer a position on
this option. I have offered pros and cons on this,option.
3. The D/EEO strongly supports transferring the entire Office of
Personnel to the DCI area. However, the Comptroller. does not recommend
this move. The DD/A and DD/O both have mixed feelings regarding this
shift. The D/NFAC states that the formulation of broad personnel policy
is something that can be done without organizationally transferring OP.
Again, the DD/S$T suggests identifying and solving the problem rather
than relying on organizational changes that may not guarantee solutions.
I have also offered pros and cons to this move.
