MEMORANDUM FOR DEPUTY DIRECTOR, CENTRAL INTELLIGENCE AGENCY

SUBJECT: Instructors for the Information Science Center (ISC)
1. The instruction received by Army personnel is of value and appre-
ciated by the beneficiaries. A reflection of this appreciation is
the increased Army usage of your training program during the last
two fiscal years. One hundred Army personnel received an approximate
256 man-weeks of instruction during FY 79.
2. The Army Intelligence Community is suffering severe manpower
shortages, in addition to, limited Congressional manning authorizations.
This is compounded by a scarcity of intelligence officers possessing the
technical requisite skills tb satisfy all of the military worldwide
commitments.
3. It is with reluctance that I must state that we cannot nominate
anyone to participate in your training program.
