the Training Selection Board for DCI Fellowships to the
Center for the Study of Intelligence (CSI) is requested.
2. Background: Last August you approved a new

DCI Fellowships to the Center for the Study
of Intelligence
1. Action Requested: Your approval of selections by
charter for the Center for the Study of Intelligence which
established DCI Fellowships in the Center. The aim of the
Center--which is a staff element in the Office of Training--
is to provide the DCI Fellows with opportunities for pro-
fessional enrichment through research, reflection, and
articulation of ideas concerning vexing issues related to
the process and profession of intelligence. Nominations for
DCI Fellowships are made through component and directorate
career board channels to the Training Selection Board where
they are screened and selections are made for submission to
you for approval. Fellowships are for a period commensurate
with the complexity of the research topic, but not to exceed
one year. Individual research and study topics are approved
by the Board of Advisors to the Center.
a. Seven candidates--three from NFAC, two from
DDS&T, and one each from DDO and DDA, were nominated in
response to a call issued within CIA. Two of the
nominees were females, and one was black. Both female
nominees were subsequently withdrawn; one of them had
resigned from the Agency, and the other had accepted
assignment to a supervisory position with prospects for
early promotion.

b. Three nominees, whose background and experience
were deemed to be particularly well suited to research
on specific issues, were selected by the Board. All
three are identified on the Personnel Development Plans
of their components. These are:
