MONTHLY REPORT
1. Moscow International Service fall/winter changes were introduced
earlier than anticipated. Changes began in late September with
Moscow in Spanish to Chile, which changed time of broadcast as well
as frequency. The new schedule of broadcast is 2100-2130;
2.130-2200; 0230-0300; and 0300-0330 GMT. The latter two times are
unchanged from the previous schedule.
2. Moscow Radio Peace and Progress has also introduced changes in
broadcast times. These are:
a. In Creole to Haiti at 0030-0100 GMT, instead of 2300-2336 GMT.
b. In Guarani[Spanish to Paraguay at 0100-0130 GMT, instead of
2300-2330 GMT.
c. In Spanish to Latin America at 0000-0030 GMT, instead of
2330-2400 GMT. The 0.130-0200 broadcast remains unchanged.
3. The bureau is updating its information on the content of Moscow
Radio Peace and Progress in Spanish/Guarani to Paraguay and Havana
in Guarani to Paraguay. Despite reports that Havana's broadcast
could be picked up with good reception, the program could not be
found for several days. Finally, on Sunday 1 November it was heard
on its regular frequency, 15340 at 2200 GMT, its usual time, with
fair to poor reception.
4. Cruising was done to observe the changes announced for Buenos
Aires Domestic Service beginning 30 September. Buenos Aires Radio-
noticias Argentinas in Spanish on 6060 KHZ was observed joining the
Buenos Aires Domestic Service network for the newscast at 2330 GMT
and, as of 28 October, for the 1030 GMT newscast also. The following
Argentine radio stations were not observed to join the Buenos Aires
Domestic Service:
a. Buenos Aires Radio El Mundo in Spanish on 9710 KHZ;
b. Buenos Aires Radio Splendid in Spanish on 118800 KHZ;
c. Buenos Aires Radio Belgrano in Spanish on 11780 KHZ.
5. Buenos Aires LATIN in Spanish was either not received or received
with garbling for a total of 2 days 20 hours and 35 minutes during
the month. 37 hours and 25 minutes of the outage were due to problem
in the. land line between ANTELCO, the local communications agency,
and LATIN.
6. Paris AFP in Spanish was either not received or received with
garbles for 2 hours and 20 minutes during the month.

7. Buenos Aires TELAM in Spanish and Buenos Aires NOTICIAS ARGENTINAS
in Spanish also had transmission difficulties during the month. The
former was out for 40 minutes and the latter was down for more than an
hour because of difficulties with its transmitter.
8. Sudden ionospheric disturbances were experienced twice during the
month. On one occasion reception between 4 to 10 MHZ was affected
for 45 minutes. The second SIC affected everything between 3 and
30 MHZ, Just about everything monitored here, for 42 minutes.
9. Montevideo LA MANANA in Spanish, a Uruguayan daily, was dropped
because it duplicated coverage.
10. The Argentine monthlies Buenos Aires LINEA in Spanish and Buenos
Aires A FONDO in Spanish were added to coverage on a trial basis.

ENGINEERING MONTHLY REPORT
PARAGUAY BUREAU
OCTOBER 1981
1. Sylvania Model CX160BN Color TV Monitor/receiver and Sony
Model VO-2630 Video Recorder were repaired, assembled and
installed in Monitor position Nr:2. Two video tapes have thus
far been prepared, showing that the equipment is functioning
normally.
2. Test on 11 Delta multicouplers was finished and message PY091223
sent to Washington. Replacement transistors and failure correction
instructions were received on 3 November.
3. Plans for Chaco trip to test reception for Lima and La Paz were
submitted to Bureau Chief.
4. Contractwith local IBM representative was signed for maintenance.
of 7 IBM electric typewriters. The recent receipt of 5 additional
machines will be placed under contract once their three month
warranty expires.
