The TRG multicouplers were replaced by the new DELTA'S, and the RF patch at the Bureau was completely rewired. Malfuctioning on these new multicouplers was reported in message PY211333 and a proposal made to restore the TRG. WA211914 accepted our proposal that we revert back to TRG multicouplers. 2. Eleven DELTA's multicouplers were installed on the bench for testing following instructions in WA231853. 3. We are experiencing background noise and interference in our reception using local dipole antennas from Embassy transmitters located about 100 yards from our antennas. Bureau coverage-via the remote is not affected. Message PY281915 explained this problem. 4. Preventive maintenance to 7. IBM electric typewriters was done this month by the local IBM representative. 5. We are continuing our efforts to get bureau video Recorder Sony V02630 working properly with our Sylvania Color TV Monitor. 6. Buenos Aires LATIN in Spanish was not received for a total of 9 days 10 hours and 23 minutes during September. Five days 2 hours and 5 minutes of the loss were due to problems in the link between the New York office of LATIN and the communications company. Three days 3 hours and 15 minutes of the loss were due to an accidental cutting of the land line from the satellite receiving station. The rest of the outages were due to local problems. In addition, on 30 September bureau reception of LATIN was garbled for a total of 2 hours and 45 minutes. 2. The Embassy communications system had to pick up added relay responsi- bilities due to malfuncions at the embassy in Buenos Aires. This caused interference in reception at the bureau during embassy working hours. Consequently all monitoring was done using remote system until about 2300 GMT. The problem began on 23 September and was reported to FBIS Washington. 3. Sudden ionospheric disturbances caused slight garbling of press agencies on two different days for a total 16 hours and 4 minutes. 4. Paris AFP in Spanish was on standby for a total 43 minutes for unknown reasons. 5. On 1 September Uruguayan radio stations went into network for the inauguration of President Gregorio Alvarez. Bureau was able to receive Montevideo Radio S.O.D.R.E. (Servicio Oficial de Radiodifusion del Estado) on 15273 Khz and 9620 Khz with fair reception, Montevideo Radio Carve on 6155 Khz with good reception, and the usually monitored Montevideo Radio El Espectador Network with fair to good reception. 6. Bolivian radio stations in La Paz went off the air for a total of 53 minutes for unexplained reasons on 4 September just as incoming President Celso Terrelio Villa was about to be sworn in. During the outage the regional station Tarija Radio Luis de Fuentes, San Ignacio de Velazco Radio Juan XXIII, and Santa Cruz Radio Grigota were all heard with fair reception carrying music. After the outage the ceremony proceeded with no further interruptions. 7. Sao Paulo Radio Bandeirantes Network in Portuguese signal deteriorated on all frequencies (11925, 9645, and 6185 Khz) during the first two weeks of September. Backstop stations Sao Paulo Radio Aparecida in Portuguese, Goiana Radio Brasil Central in Portuguese, and Belo Horizonte Radio Inconfidencia in Portuguese were suggested but reception returned to normal by middle of the month. 2/... Santiago Radio Nacional in Spanish. on 15150 and 9550 Khz, Santiago Radio Mineria on 9750 Khz, and Santiago Radio Agricultura on 9630 Khz were all heard with good reception for Chilean President Pinochet's state of the nation address on 11 September. 9. Johannesburg. South Africa, Radio RSA in Spanish on 6065 Khz and 9590 Khz was observed with fair-good reception. 10. Moscow in Spanish to Chile was not heard on its usual frequencies from 21 September to 29 September and on 30 September. A cruising effort located 2030 GMT cast on 9580, 9450, and 7360 Khz and a very weak, unmonitorable signal was found for the 2000 cast. During the period the 0230 and 0300 casts were used as a backstop. For no apparent reason Moscow in Spanish to Chile was again observed on 12040 Khz, a previous frequency, on 29 September, but this too disap- peared the next day. 11. Moscow in Portuguese to Brazil was only observed on 12020 Khz with good reception for the latter part of the month and was not observed on other usual frequencies. Moscow Spanish casts were only observed on 11630 Khz during same period. The changes appeared on 21 September. 12. Tacna Radio Nacional was observed carrying Lima Domestic Service at 1200 to 1330 GMT with fair to poor reception. The frequency is 9530 Khz and was added to list of frequencies covered. 13. Buenos Aires Domestic Service in Spanish on 14 September announced that official network would be disbanded on 30 September. No changes were observed on that date. 14. The bi-weekly Paraguayan episcopacy publication SENDERO was added to coverage schedule for a trial period. 15. Panama coverage backstop report was begun. In order to fully check out coverage, newscast schedules for Venezuela, Colombia, and Ecuador were requested from Panama. This will enable Paraguay to check newscasts at time when reception for those areas is best at bureau.
