ENGINEERING MONTHLY REPORT PARAGUAY BUREAU MARCH 1981 1. Much of the month was spent on: a. Preventive maintenance of all Collins Receivers, including those at the remote site. All faulty boards were replaced with the exception of two RF boards which were faulty on receipt. Headquarters has been asked for replacements. b. Installation of the BBH-160 antenna with rotor, first on top of the office with testing from 16-29 March and then on top of receiving station at Antelco site, with testing beginning 1 April. Mediumwave test results have been filed to Washington in several messages. Testing to continue in accordance with Headquarters guidance. 2. Bureau ordered a doublecab 1981 Chevrolet truck from ACISA per authorization received Wa 12256 (March). 3. The following equipment was received from Headquarters during the BBH-160 Antenna with Rotor, two each. Each $3,000.00 Programable timer AKAI Mod DT 250, two each. Each $ 120.00 4, The following equipment was received from Tel Aviv: Autotransformer, one each. Each $380.00 Regulator, one.each. 5. MHQ-1033 20 Feb was received which commented favorably on the tech- nical team's efforts in evaluating the Notch filter. 6. All technicians were checked out in the manual operation of the embassy generator in the event of failure of commercial power and failure of backstop generator. The bureau now has a keyAto generator room. STAT Approved For Release 2007/05/08: CIA-RDP83-00385R000200120021-5 OPERATIONS ATTACHMENT FOR PARAGUAY BUREAU MONTHLY REPORT, MARCH 1981 1. After 1 month of being covered by Asuncion Domestic Service, the 1600 GMT Porto Alegre Radio Gaucha newscast again became audible on 20 March when the Asuncion station changed frequency. 2. Headquarters concurred with the bureau recommendation that no subscriptions be entered with any of the Brazilian press agencies at this time. 3. Cruising against Panama Bureau's coverage area for backstop purposes was completed on 20 March. 4. With the installation of temporary BBH-160 antennas at the operations building and then at the remote antenna site, a cruising survey was conducted to determine reception of mediumwave signals throughout the coverage area. Tests against Bolivia and Peru were negative, but some Chilean casts were audible. Several services messages have already been sent to Headquarters. 5. Moscow International services beamed to Latin America underwent unscheduled frequency changes between 2 and 4 March necessitating extensive cruising. 6. The bureau began receiving the Chilean paper LA TERCERA DE LA HORA, and by the end of the month deliveries of two Uruguayan papers, LA MARANA and EL DIA, had begun. Lima Embassy seems to have turned a deaf ear to our pleas to enter publications subscriptions on our behalf. 7. As of 15 March all high frequency La Paz stations are no longer audible. Cruising efforts have failed to discover any new frequencies and the suspicion is that these stations are operating only on mediumwave. Minimal coverage of network newscasts is possible through regional relays. The embassy in La Paz has been queried, with no reply thus far.
