State Dept. review completed For Distribution to U.S. Embassy Personnel only. EMBASSY OF THE U.S.A., CAIRO-EGYPT. MORNING P~~.PERS. TUESDAY August 3rd, 1948, Palestine. The Arabic pross continues to show keen interest in the Palestinian affair especially in the question of the Arab refugees. Several columns are devoted to stories by flouter, 1.I-*, U.~ ., A.I4.A, and private correspondents conccr- nin; the Security Council's debate on the refugees, but there is little editorial coi:mont. According to Al T.Iisri, Count Bernadotte made the following statement at a T csss conference at ;man: "Two important questions are now the subject of riy discussions with the Arab and Jewish authorities, namely that of the Arab rofugocs and that of the donilitarisation of Jerusalem, I am doing my best to assist in solving the problem of they refugees and have asked assistance of U.N.O. for this pur- pose. Despite the difficulties facing the rofugoost return to their horacs and the Jewish refusal to let thew return until a final settlement of the Palestine question is reached, I believe I have the full right to do so and I have expressed this view in a cable to the Security Council". Replying to a question whether he believes - if ho succeeds in making arrangements for the return of the 1'jrab refugees - that they should remain under Jewish rule pending a final solution of the question, the mediator said, "If I tiuccecd in this riission and am able to arrange for the return of the refugees, I consider they should stay under the rule of whatever authorities exercise power in the area in question until a final solution is arrived at; but I want to stress that they must enjoy full rights of citizenship". In answer tQ a question whether ho thought?no coos a-- ry to sock help from the IRO Bernadotte said; "I called Sir Raphael Sellonto, Director of the department of social affairs of U.N.O. in order to charge him with the care of the refugee question. He has in fact arrived and I have no doubt that ho will take all the necessary measures and will contact all Approved For Release 2007/03/08 : CIA-RDP83-00415R001300100004-1 Approved For Release 2007/03/0&: CIA-RDP83-00415 R001300100004-1 2 - TUi,SD~,Y August 3rc', l9S-8. the a propriato irtornatioiial organisations incluc.ing the IRO to aid in solving this problem". The Arrian correspondent of Al T,%Nisri writes., "T- Tan,,-Arab loaders at l"=ian are asking : 11V'1hy Egypt and the other Arab countries do not return the rofugcos back to the Arab oc'cupicd parts of Palestine and s, end on them there what they are spending on then in Egypt and other Arab countries. Dy doing so, the refugees will feel that they are near their homes and the mediator will realise that the Arabs arc doti:r- mined to make the Arab rofuWcos return to their hones. It is understood- that this proposal will be sent to the Arab Loague secretariat for subr,4s sion to the Political Co:: 1_itt?o at its first rzecting. The Palestinian refuCoos. Under the above heading, Al Misri writes; "The question of the Palestinian rofureos is the most iiaportant subject discussed by the Arabs and Count Dernac.otto -it ~~resont, The Security Council is also discussing the sane problem, ;..gut while we do not know yet what ruling will the Council ivc oti this matter, one thin`; is clear to us and that is these roi'u- Coos are the inhabitants of Palestine who fled from the terro- rist Jewish ;;ants. It is strange that there should be an objection or hesitation concerning the return of those rofu- -ocs to their homes . They arc the same as a landlord ~.aho fled from the house to escape an attack from an armed gangster. Ho remains the landlord after he loaves his home and ho has every right to return to it if ho wishes to do so. Jo do not believe that it was proper to include the return of those refugees in the Arab conditions for the acceptance of the truce. They should return to Palostine,..at least to the Arab-controlled parts, truce or no truce. Ve fail to under- stand why this question was ell owed to become the subject of discussion at the United Nations. They are neither emitrants nor displaced persons as Bernadette prefers to call them sometimes. This ,matter must not, be allowed to bocono an object for bargaining" . Al Siyass agitates against trio Jews, AlSiyassa, mouthpiece of the Liberal Constitutional party (Iussein 11612,11 Pasha) publishes an editorial by Deputy ilahriud Abulrihah in which ho says ; "The war which we arc fighting in Palestine show.-red how hateful and dirty the Jews arc, They are inhuman. Under the headline: '"Those crimes. It is the duty of the public to help in catching the criminals", Al A1-ran writes: "Some serious incidents took place lately. 3 osions .were planter: in some places which led to loss of lives and Property, but it would be unfair to say that those individual cases represent the spirit of the Egyptian people who lolovi their duty. This is .roved by the fact that not only woro those outracos the object of abhorrence by the authoritie but also by the public, They are all agroed that no Egyptian' in his right mind who is concerned about his countryts reputa- tion would do a thin- like this which is completely void of any sign of manhood or humanity but on the contrary shows a high de-roe of treachery and disrespebt for the authorities, "we soc no sense in those outra-os. They certainly could not be prompted by a desire to serve the Arab cause, for such incidents could only harm Arab reputation, I.Iorcovor, the explosions resulted in hurtin- EL,-y tians only and most of the property that was dariaCed was EgyL tian property. "The Government will give LE 10,000 rovjard ?for information loading to the arrest of the criminals, and it is the duty of the public to cooperate with the police in catching; those criminals, The Egyptian people hate cowar- dico and terrorism, and they will prove their abhorrence of those erimcs by helping the policc, catch the cowards who planted the bombs".-----.. Did the British rake promises to Al Mahdi Pasha? A.l Aram reports that Abdelrabman Al I.Iahdi Pasha, the well-known slarlic Sudanese leader sent a special envoy to the Emperor of Ethiopia with a letter asking if he would use his good offices to induce the British govornment carry out the promises made to him by Mr Attica Burin- his visit to London.
