Capture of the arsenals solved the Communists' major production problems be-
cause the condition, production and products of these arsenals were vastly
better than those of the small-scale factories previously possessed by the
Communists. This report gives detp.ils of the production of each arsenal before
capture.
3. It is estimated that at one time the Communists had some 400 armament factories.
The equipment of a good many was crude owing to the shortage of buildings, ma-
chine tools and technicians. Mary factories existed only to fill local daily
needs, and were moved from place to place. After the major Nationalist arsenals
were captured by the Communists, the value of small factories diminished. Several
were closed, others were moved, and some were combined. Because of this, it has
been impossible to avoid including some obsolete material in this compilation, as
well as some duplication of informs=.tion. 25X1X
4. The following tables were compiled from data collected before November 1948, and
material which is reliable and up-to-date. However, no production details are
known after Communist occupation of the arsenals; it is likely that they have
increased production during the past year (1949). It is probable that, in some
cases, capacities as given vary so-ie,rnt from actual production.
