It was impossible to identify these vessels because of darkness. As the
v,assel passed Kronstadt, homeward bound, it was noted 50X1 -HUM
that the three cruisers sewn in the harbor two days before had left.
However,. the capitol ship "October Revolution" was obsarved, and appeared
to have steam up.

3. The head of the security force in Leningrad was a woman. She was dressed
in a blue uniform, and was described as ""overflowing with authority."

CONTROL
The usual routs, ue-n through the Gulf of Finland. The pilot boarded
at Leningrad Lightship, without the usual two guards, though these were present
when the ship left Leningrad. From the time the vessel reached the lightship
until it had passed Kronstadt, it was followed by a motor launch. 50X1-HUM
2. Controls
There were no changes in security control. Shore passes were issued those
members of the crew who wanted them.
The following naval vessels were observed in Kronstadt harbor:
The capital ship "October =devolution"

cruiser earned "yRMFB". This vessel, tied to a buoy, was identif ied as
belonging to the Kirov class. it had 2 turrets forward, each with 3 rifles,
and one turret after with 3 rifles.
A cruiser of the Poltava class vv s ipped v~ th 2 turrets 50X1-HUM
forward and 2 aft; each turret had it was estimated, of
6 or 7 inches.
One "howitzer ship". This vessel, of some age, was equipped with 4 turrets
each with one heavy caliber rifle.
One cruiser of the Kirov class. This vessel had 2 stacks, 2 turrets for-
ward and 1 aft, each equipped with three seven inch rifles, it was estimated.
One transport, with 3 stacks.
One auxiliary cruiser type and tonnage unknown.

Six destroyers. Three were of a modern design, and approximately 2000 tor~
each; two of an older type were urrl.er oin> renairs
Three submarines of the i41 type.
A number of jetties were observed in Kronstadt harbor to which were tied
a total of eleven submarines. They were of the ir171 type.
In a drydock to the east of the submarine jetties was observed the newly
laid keel of a vessel under construction. This drydock was very lone; and narrow,
it was a new installation. 50X1-HUM
4. Leningrad
Nothing abnormal was observe in Lehi 1 d No more than the ordinary
numoer of troops were seen in.'~dT here ,s no air activity. It was
noted that the shipyards wQM3'f Vi'i'; -apaeity.
5. Departing Leningrad
As the vessel passed Kronstadt naval base homeward bound, it was noted that
the number of submarines moored to the jetties had been reduced to nine.
An unknown number of minesweepers were observed engaged in maneuvers not
far from Kronstadt.

Capital ship "October Revolution"
Capital ship - unidentified - this. vessel was equipped with 14 tun turrets,
each with 3 rifles, of a caliber estimated at 10 or 12 inches.
50X1-HUM
Cruiser - this vessel had 2 turrets forward, each with two 6 inch rifles
and two turrets aft, each with. 2 six inch rifles.
. Cruiser - unidentified - this ship's armament included two turrets for-
ward, each with three rifles, and one turret aft, with three rifles. It was
estimated that the caliber of the guns was seven incl'es.
Cruiser - unidentified - t pis vessel was equipped with two turrets for-.
ward, and 1 turret aft. Each turret had , of a caliber, it was 17 estimated, of 8 inches. 50X1-HUM

each with three rifles. It was engaged in target practise, when observed,
and was firing; single shots at one to-gyred target approximately two nautical
miles away.
When the (vessel passed Kronstadt on its homeward journey, i+.

In place of the cruiser tied to the buoy was another cruiser.

snip were placed four gun turrets, each equipped with one 5 or 6 inch piece.

2. 11iscellaneous Information
50X1-HUM
Approximately twenty nautical miles west of Leningrad Lightship was ob-
served a merchant vessel og some 4000 tons engaged in target practice. It
was arried with two ;duns, one placed forward, the other aft. These were fir-
in at a target to the northwest. It was impossible to make out the name
of -this vessel.

their size to be between six and eight thousand
tons. Each carried two gun turrets forward, and one aft, twelve s]x inch anti-
aircraft guns, two range finders on the bridge, two radar antennae, and two
stacks.

carried the sane armament, but had only one stack.
3 destroyers - these were of an old-fashioned type. They carried three
{gun turrets, each equipped wi ldi a single 4 inch gun, and a number of Oerlikon
anti-aircraft guns,

Until the vessel had passed Kronstadt naval base, it was followed by a naval
craft of about the size of a motor launch. It was noted that officers on the
launch kept theF--~ vessel under constant observation through binoculars. 50X1-HUM
Security controls appeared a little more strict than in the past, though
they did not differ in any important respect. Those carrying on the inspection
were civil.
3. Kronstadt Naval Base
Tied up to a buoy in the harbor was observed a cruiser. This was described
as having 2 turrets on the foredeck, each with 3 rifles, 2 stacks, 3 smaller
turrets between the stacks, and one turret on the afterdeck with 3 rifles. 50X1-HUM
The afterdeck of this vessel was built lower than the foredeck, it was noted.
The stern of this vessel was described as being of the straight, out off type.
The second time the vessel passed Kronstadt, another cruiser was
tied up at this buoy. This was 2 turrets on the foredeck,
each with 2 rifles, one stack m' n the afterdeck, ach with
2 rifles, and a heavy bridge s 71as "II', Attachment 1). 50X1-HUM
A total of fourteen submarine s were observed in the submarine docks ("In,
Attachment 1). Ten of these, had just come into 50X1-HUM
harbor and four appeared to be about to leave.

"October Devolution", and another capital ship of -ancient design. This was
described as having one stack, a turret on the foredeck, another midships,

and three destroyers, each with 2 stacks, also

transport, with 3 stacks.

4. Naval Vessels and '.Ianeuvers

About fifteen to sixteen nautical miles west of Leningrad Lightship,
approximately 20 naval vessels were observed engage ni
4 submarine chasers, 8 corvettes, and 8 lvhTB's or 50X1-HUM
motor launches. It appeared as if the motor torpedo boats had been ordered
to attack the larger vessels. Aircraft were also participating. These were
twin-engined, had twin-rudders, Whey were using tracer 50X1-HUM
ammunition.
Just before the I (vessel reached the maneuver area, 6 submarines
were observed. They did not appear to be moving. It is believed they were of
the M-71 type.
Between. Helsinki Lightship and Kalbaadagrunnen Shoals was observed a
cruiser engaged in target practise. One towed target was being used. This
vessel was 3 to 4 nautical miles away. No direct hits were observed. This
vessel was described as having a heavy bridge struc ture, a turret on the
foredeck with 3 rifles, a single, low broad stack midships, and two turrets on
the afterdeck, each with 3 rifles.
Two nautical miles due west of Leningrad Lightship were observed five
large buoys. Tied up to one of these was a cruiser which was described to be
exactly like the first cruiser observed in Kronstadt Harbor, tied up to a buoy
(II, Attachment 1). This vessel had steam up.
