A few, the minority, have joined willingly, believing at first in the value of the institution, while others, the majority, have been forced to join, half through fear of being subjected to reprisals if they did not belong, and half because it was made impossible for them to pay the taxes which were levied against landowners who tried to do their own farm work. Those who participate in these societies must sign a three year contract. The society is directed by a president, the selection of whom is based on the criterion of political affiliation rather thah capability, and who is responsible for art manager. The president controls the management of the work, while the manager controls the administrative side of things. The farmer's pay is bated on the hours of work he does, and he receives a certain amount of produce. The farmer himself, however, does not own anything, even his work tools are common property, and he is paid only because he works. Thus, besides the abolition of private property, the farmer is only a means of labor to the advantage, not of the communitpr,,for everyone has a hard time making both ends meet, but of the few who support the regime in good or bad faith, and enjoy numerous privileges. This, in short, is the opinion of all the local farmers. As a result of all this, while the propaganda continues so that other landowners will join the societies, those who already belong are waiting for the three year term to expire so that they cah try to get out. The original members initiated the activities of the societies in the M month of November - December 1949, so the three years expire in December 1952. Therefore, even bartering continues, in order to obtain necessary commodities. food supplies coming from America, but nothing more is being distributed, which seems to indicate that they are going into stock piles. 3) Industries Several workers have been dismissed from the cement factory which is in the locality indicated in the margin. Mostly ex farmers are concerned who, after the collectivization of the land, were absorbed by the cement factory in order to increase production. Now they are trying to return them to the farms which have -re been left almost deserted. The same thing is happening to other farmers in the area, who have been working in other industries, and who are now returning to farm work. C)- POLITICAL INFORMATION I) - Propaganda Jan. 1951 Propaganda is tending towards convincing the Slovenes that the Slovene Republic enjoys particular privileges since the standard 25X1 of living is better than that of other regions of the national 25X1 ZAPOTOCC SALONA di ISONZO territory, in which the people are subjected to greater privations. Almost no one believes as much however., considering the miserable moral and material. conditions of the life they are forced to lead.
