There are four separate reports in this document, all dated September 1951,

People-owned Plants" which is the basis of a _iew law on dismissal of workers in, the `'DR,
Union leaders, technichians, physicians, and scientists are exampted from the law, out workers
will be given a 2-weeks notice of dismissal. The law makes it possible to shift workers on
short notice and is also another club over the head of private industries, which are referred
to as "class enemies."
