Comment: Certain items of the 1951 prod action plan of the V VW as given in Annex 1, differ
considerably from a previous report. The planned costs in column
1 and the delivery prices as listed i n co .saran , 0o expresse in thousand units of Eastmarks,,
and the figures on the numbers of vessels to be built have been modified. The new plan forward-
ed does not include the Yachtwerft in Berlin; on the other hand, data on the shipyards in Gehls-
dorf and Uebigau have been added,
Naval architect Werner Henschke$mentioned in Annex 2, is a former employee of the Construction
Section of the German Admiralty, where he was charged with the scientific and statistical
evaluation of designing values and propeller data. He is an efficient engineer and about )5-
448 years old. Another report confirmed the delivery of engines by the British firm of Petters.
This report consists of copies of L docur)ents on shipbuilding, ship engines, and auxiliary j
equipment in the GDR, as follows:
1)Two-page document, dated 14 March 1951 and prepared in Rostock, which gives the 1951 pro-
duction plan for 10 shipyards belonging to t. e VUVw(Federation of People-Owned Shipyards). Informa-,
tion given includes the numbers and types of vessels to be constructed by each shipyard, individ-
larmed costs (unit of value: 1,000 Deutsche marks) for each type of vessel, and total planned
codts for the entire shipbuilding program a a.ch shipyard.
2)Minutes, 5 pages, dated 13 March 195.1, of a meeting of the Technical Directorate of the
VVW, held in Rostock on 13 March 1951. Information given includes a discussion of the different
types of vessels under construction and scheduled for construction, reparations orders, and types
of engines to be installed in the ships at various shipyards under the administration of the VVW.
3)Minutes, 7 pages, diated 15 tic March 1951, of a meeting of the Technical Commission for
Shipbuilding, held in Rostock on 1-6 March 1951. Points discussed include; a)Engines: types (2~-
cylinder EKM(Federation of People-Owned Entarprises for Construction of Power Plant Machinery and
Motors), and 6-cylinder Buckau-Wolf engines) to be ordered and installed in 2L1-meter cutters for
the fishing industry; relative merits of diesel engines versus steam engines for fishing trawlers
types of engines suitable for ocean-going ships. b)Construction of ocean-going vessels. c)Short-
age of technical designers in the VVB for Oc .an-Going Vessels. d)Deck auxiliary engines for ocean
going vessels and inland ships. e) Andling -f research and development contracts of the VVW.
f)Standard translations of the Soviet naval register-book to be undertaken by the Central Stand-
ards Office for Shipbuilding, under the VVB for Ocean-Going Vessels, g) Establishment of a centres
research center at the University of Rostock to coordinate research activities of the VVW. h)
Substitute insulation materials for ships : use of peat, sawdust, etc?
L)Two-page memo, prepared by the DSRK(Ce:rmar, Ship Inspection and Classification) in Miers-
dorf, of a meeting, held on 13 May 1951 in al.e, of the Technical Commission for auxiliary ship-
machines. The memo contains a list of auxili=ry machines and equipment, with descriptions of the
dimensions.,, capacity, horsepower, etc., of the various types within each category, being con-
structed /or required?7 for the fishing-boat industry. The categories of equipment listed include
diesel generators, air compressors, centrifugal pumps, geared pumps for lubricants and fuel oil
