The resolution reads: 1. According to the control report of =30 September 1951 the plants under the Ministry of Machine-Building show nonplanned losses total- nn 68,061,000 DM. 24 The Deutsche Notenbank (German Bank o. Issue) is authorized to grant a special loan in the above amount to the Ministry of hachine--Iii1ding. The State Budget (public treasury) will guarantee the loan. 3,. A conm.ission,consisting of represen n ives of the Deutsche Notenbank, and of the Ministries of Finance and Machine-Building, W11 be set up to investigate the causes for the nonplanned losses of the Ministry of Machine- Ailding. The commission's findings are to be submitted to the Ministerial Council by 15 W ember 1951. The second page is a justification for t ie above draft resolution, as follows: An analysis of the 30 September 1951 consr - report of the Ministry of Ochine-Building shows that the Ministry's enterprises achieve! their planned goals in terms of production order fulfillment. The lowering of costs by 5.1 perr;enn since the beginning of the year constitutes an improvement of 0.9 percent as against 30 fine 1951. Underese circumstances it is believed that the planned 026 6.87 percent cost reduo .ion. by the end of the year can be e}chieved. The losses are, on the whole, the result of ncr rased social expenditures. For training and education alone 73,523,000 DM were spent up to 303eptember 1951. According to the control report the total loss as of 30 September 1951 was 120,921,000 DM as against a planned xmxXxxxt 1951 loss of 27,796,000 DM.
