Thsa 4-page typewritten document, a draft ~Tf a new import procedure for intra-German and
foreign trade, furnishes the following information:
1. Purchasing procedures
a) The import orders furnish the spec: .,:.cations for the annual import order plans
b) The import orders together with the %mport quotas are transmitted by bhe DIA (Intra-
German and Foreign Trade Agency) uni s to the DHZ1s (German Trade "enters) for furhher
specifications of the items,
c) The DIA units are responsible for >kai:::mrts.
d) Direct delivery from foreign plants is preferable. If many small orders are consoli-
dated into a large order the goods are delivered to the DHZrs and distributed by them
to the enterprises which placed t'-e orders.
2. Import contracts and procedures for f6 reign trade transactions
a) Purchasing: After the conclusion of an import contract the DHZ receives pertinent
mxcerpts from it and has the authot:_ty to receive the goods. Changes of, supplements
to, and cancellations of contracts f ust be executed in the formes of contract correc-
tions. The DIA units and the DMZ mm.;t conclude overall agreements which determine
shipping and purchasing conditions tnd set penalties for late delivery or late
acceptance.
b) After acceptance by the DIA the mer;handise imported is transferred from the DIA to
the DHZ at the border-point and, fro.i there, it is forwarded"or distributed by the DHZ,
