On 27 March 1952 Minister ,Selbmann of the Ministry of Metallurgy and Ore-Mining

icalled
25X1 the attention of he Politburo to the unrealistic figures for 1955 copper-ore mining
(2,650,000 tons)contained in the Five-Year Plan. Selbmann had previously pointed out how
unrealistic the plan figures were because they included a yield of 850,000 tons of copper
ore from questionable non-igneous (Sanderz) deposits.
Selbmann severely criticized the irresponsible attitude of the planning authorities
in simply increasing plan figures without taking the realities of the situation into
consideration.
