A) Cover letter dated 10 April 1951, from State Secretary Rumpf of the GDR Finance
Ministry, in connection with the transmittal of the Resolution of 29 March 1951
for the Institution of Immediate Measures for the Reconstruction of Frankfurt/Oder
to Karl ,uligk, HA I (Main Dept., National Budget) and (fnu) Schnaufer, HA III
(Main Dept@, Currency, Credit, Banking). Special attention is called to paragraph
2 of the resolution, which provides for the rebuilding of destroyed dwellings,
the building of new housing facilities, and the repair of the City Hallo
B) The above-me ioned Resolution for the Institution of Immediate Measures for the
Reconstruction of Frankfurt/Oder, in accordance with the ,Resolution of the Ministerial
Council, dated 1 February 19510 The introductory paragraph of the resolution states
that the manufacturing facilities in Frankfurt/Oder are being utilized only 50 - 80%,
whereas the industrial production of the GDR in,$eneral exceeds prewar outputs by
112%. To assure capacity production in Frankfurt/Oder,, the Ministry for Heavy Machines
and the. Government of Land Brandenburg are ordered to proceed at once with the
execution of the following projects, in addition to their tasks under the 1951 Economic
Plan:
