The reasons for nonfulfill- ment of the contracts are listed and remedies are suggested to avoid such delays in the futur The report states that the situation is particularly bad since the contracts were concluded with "friendly's countries which fulfill their obligations promptly. Reasons for nonfulfillment: .~;rders could not be placed; inadequate capacity of plants; commodities still in the testing. stage; etc. The ministries concerned do not pay suffidient attention to export plans and contracts. Various other administrative shortcomings are enumerated. To assure fulfillment of GDR export obligations, the Ministerial Council in its session of 25 September 1952 outlined concrete stuns which must be taken to overcome existing conditions. In the resolution the following agencies are requested to check and report on various stages of export plan fulfillment and on measures taken to assure prompt delivery of orders: The Ministry of Machine Building (Ziller), the Ministry of Agriculture and Forestry (Schroede the Ministry of Light Industry (Feldmann)) and the State secretariat for Chemicals, Stones, and Earths (van Rickelen)., some of the remedial measures mentioned: A rarY Return to I 13 The heads of the above-mentioned agencies must maintain card-index files of their contractual obligations and the status of fulfillment of the contracts.--- No export orders must be accepted for commodities which have not been properly tested, -- The Ministry of " achine Building is to be reorganized. -- Brigades are to be formed to overcome the difficulties existing in the Ministry dLf Machine Building. -- Additional field offices of. the lIA (Intra-German and Foreign Trade Agency) are to be created?
