In this hard tine through which our country is passing, a series of imper!..
alistio treaties and agreements, which have drawn our country into the danger
path of vex, have teen imposed upon the country; the imperialists have been
allowed to erect atomic besets and to dominate the Arm and mil3ione of Iraqis
have teen driven into the oven of economic cries. In this time, our people,
our national forces, and all the men of eciance and thought are facing the
responsibility of uniting rank@ in their fight to drive aside the gang of the
Ellett which has sold the country and is oppressing the people for the interests
of the monopolies and for their aggreeeive perposes against the Arate and agaire,
the interests of world peace,
Our Communist Party of Iraq, which knows no drawing back in the face of
difficulties, putts forward the fallowing national program, which given expree-
*ion to the interests of the majority of the people, and which agrees with the
developments of external and internal conditiono and 'with the immediate, urgent
national intereets; and the Party extends the band of actual fight to every
Iraqi rising up for the realisation of this program, or of some of its articlu,
or of one of its articles:
1. Iraq's withdrawal from the Iraqi.torkishAnglish Alliance and refusal to
join any unitary alliance with the imperialistic powers or with Turkey.
Arab cooperation in the political, soonomic, military, and educational
fields against any aggression by the Western Powers or Turkey, against foreign
interference and the domination of monopolies, and against any aggression which
may disturb security in the Middle and Near Rapt,
International cooperation on the bases of the five famous principle*.
Restoration of diplomatic relations with the Soviet Union, and strengthen-
ing and enlarging such relations,
Jawing normal relations with the Chinese People's Repmblic.
Regarding all m434tary programs and agreements with imperialietic powers,
which are apt to increase tension and speed the race of re-armament for was, z43
factors which diminish our national sovereignty and which are means of drawing
our country into international blocs against other states.
Participating actively in the international field in order to prohibit the
weapons of annihilation and to inplement the reduction of arms,

which Was imposed as a replacement of the 1930 treaty,
Immediate evacuation of british farms.
The unconditional taking over by Iraq of all military establishments, and
refusal to allow any other nation or Turkey to use them,
Doing away with all the military land and pea bases.
Regarding the entrance of the forces of the imperialistic powers or Turkey
into bag as an aggression against our national right, and a breach of the
national independence of the country,

Prevention of the infiltration of monopolies and of the capital of Americans,
whichputs the resources of the country in the 'service of those interests which
are preparing for war.
A, Reconsideration of the conoessions of all foreign oompanies, and especially
of the oil companies.
Abolishment of the unjust chains which were imposed by those companies and
resulted in the corruption of the national seaman'', and which not only dominate
our economic affairs, but interfere in all our internal mattero to the extent
that they depose governments and trine to power others that they like.
Japulsion of the army of experts who have infiltrated rudely into all the
affairs of the country,
5, Putting down the government of Nuri al.Satid . the gang which gathers
around the reactionary Bast - and bringing into power a government formed by a
political union of all the national parties, groups, and personalities who adopt,
in a general way, the above.mentioned aims, who are interested in the res.-111e-
tion of the national aspirations, and who wet for movement in an independent
direction,
6. This government of national unity will immediately introduce the following
changes as guarantees to free the powers of the people and to realize their
national eines
a. Freeing democratic and eonstitutional liberties including the liberty
of the prim of publication or writing, and of holding ;settings, demonstra-
tions, and strikes; the liberty of expression of opinion and of religious belief;
and the liberty of correspondence and of residence.
Abolishment of all reactionary laws which limit the activity of
national parties and of the Labor movement.
b. Purging the government machinery, the Ary, the polio., and the court
of the agents of imperialism awl all the corrupt and anti.peoples elements.
Providing the government with machinery able to reflect the national
steps that need to to achieved.
The machinery of an independent state does not submit to imperialistic
influence but serves the interests of the country and the people and peace, and
the maohinery of a democratic government is set up by the people, and in a
democratic way.
Setting free political prisoners.
Abolishment of political internment camps,

inging to trial the traitors, the murderers of the sons of the
people in the prisons and the streets.
Compensation for those who fell dead in the tight against imperielimm,
oppression, and feudalism,
cl4 Diseolving of the present Parliament.
Conducting free elections.
Getting women to take part in them.
Abolishing the reactionary items found in the election law.
Finding a just representation for other races,
40, Taking practical steps for the improvpment of the living conditions a!
the masaes? as well as their health end educational conditions, by means of:
CO Raising the wages of the workers,
Creating a social security system.
Safeguarding the vital rights of the workers.
Application of a system of eight hours of work in cities and
rural districts. ir
Making available healthy dwelling plaoes.
Passing laws for the protection of the rights of work and reet.
Formation of trade unions which defend these rights and unify thr
fight of the workers.
(2) Breaking into smaller plots the large land holdings and diatribu..
ting then among the peasants in smaller form,
Restoring the robbed lands to their owners,
Abolishing the feudal loans.
Prohibition of interest.
Abolishment of laws that allow land robbery.
Prevention of khawax and feudal taxes.
Abolishing excise duties on necessities and on the produce f
the snall farmer.
Reduction of the customs tariff.
Assisting the peasants by seeds and loans.
Safeguarding talba ownerships.
Opening canals, building dams, reclaiming swamps, digging te cal
water canals (irrigation canals?), providing agricultural inplements? and widening
the communications system in the rural districts of Iraq.
Abolishing the prohibitions controlling interne/ trade.
Combatting agricultural pests.
Preventing the spoilage of dates by means of free exchange with
outside countries.
Abolishing the domination of monopolies over our agricultural
products.
Directing the irrigation programs in such a way as to irrigate
arid lands instead of airfields.
Providing effective means of improving the sanitary conditicns
of the rural districts,

Raising the educational standard of the peasants.
Fettling the nomadic tribes.
Raconraging farmers' cooperatives.
Forming farmers' societies to defend and protect these rights.
(3) Improving the living and sanitary conditions of the troops and
raising their educational and technical standards.
Abolishing the fascist laws that hurt the honor of the moldier
and his rights.
Granting all soldiers rights equal to those of any Iraqi citizen
Chasing away the fifth column which has spread among the soldinr1
Forming democratic relations between the soldiers and their
attic
(4) Combatting speculation and ma4pa1ation of prices.
Guaranteeing the necessities of the working people as erirda

Combatting smuggling,
Abolishing all the taxes levied on the watkers and the artisans.
Reduction of indirect taxes.
Reduction of the rent of shops.

Increasing the number of hospitals, clinics, and mobile clinics.
Finding practical ways to put an end to the unfortunate Infant

strong, happy, progressive, and fruitful, and of protecting out national priories
from imperialistic filth,
Belying and encouraging writers, men of learning, and technieians
to develop their capacities.
(7) Regarding the Kurdish language as the official language in all
schools found in the Kurdish district.

Removing reactionary terriers in the way of the progress of the
people.
Abolishing reactionary policies that stand on force, coercion, and.
ruthlessness.
Respecting all the racial rights of the Kurdish people, including
autonomy.
Basing the power and unity of Iraq on brotherly common cooperation
between the two great brother peoples . the Arabs and the Kurds -? the eoopare-
tion.that has as its base equality in rights,
Restoring all the Barzanis to their country; compensating than for
all the losses they suffered during the annihilation campaigns; and giving fnll
consideration to ell the lora rights which concern the administrative affairs
of the officials, the development of resources, and the internal trade.

7. 3*ploitation of the resources of the country - minerals and water - in the
interest of developing the country and of the felicity of the people, cannot be
achieved byway of the "open door" before foreign capital, neither under the
supervision of imperialist experts, nor by means of dissipating the resources
of the country and the oil revenues literally on promams advised by the nee-
mongers, but by encouraging the national capital, by reviving the national
economy., by free development of all the resources of the country, by keeping
the trade balance between imparts and emports, and by inclusive and peaceful
economic cooperation among all Arab countriee.
8. When the people fight against imperialistic domination, they fight against
the false Independencelwhich is "realised* by /furl 41-aaiid by means of spears,
spears directed against the masses. This independence bound Iraq with the
heavy chains of treaties and agreements and gave fel freedom to the mompclies
to rob the wealth of the country and to exploit the working hands The multi_

backwardness, and disease. The support of the imperielletic :tattoo and the
submission to their policy are in feet, what turned our country into a colonized

9, It is true that the Iraqi people fees a hellish and hard-hitting foe; but
the forcei of the workers, the peasants the tradesmen, the educated, the
national owners of factories, the liberal landowners, and all the nationalists
the forces of all these iii31ions - if joined in a broad united national front
based on the popular revolutionary fight in all its forms, can surely win the
victory. Our people will reeeive the greatest assistance from the camp of
puce democracy, and socialism, which is mighty under the leadership of the
Soviet Union and the Republic of the great Chinese people.
10. The two sister and brotherly peoples in their fight against imperialism -
the Arebs and the Kurds - and all the oppressed minoritiee in the country,
headed by the growing workers' movement, have the power of chasing away the
remnants of imperialism and of building a mew, free, and happy Iraq. The
Ocleelee4st Party of Iraq moves at the head of this glorious fight for national
liberation, democracy, and peace and is getting its power from the people,
which Ouppliea it continuously with the best and truest fighters.
