In June 1953 during the course of a conversation with our export manager concerning Guatemala, he mentioned that in 1950 a Czech named Kubecs was acting as an adviser to the Ministry of Agriculture in Guatemala. 2. The export manager stated that he had formerly met Kubecs whose first name he believes to be "Jan", in Venezuela in 1948 when Kubecs was serving as a consultant to the Agricultural Department of the government of Venezuela. 3. Our export manager informed me that Kubecs is an expert on cattle and wrote an excellent brochure on tick eradication. Inasmuch as our representative was developing markets for insecticides we produce he had contacts with Kubecs on a number of occasions in both Guatemala and Venezuela. He stated that Kubecs was always extremely reserved and never made any remarks concerning his background. Kubecs speaks perfect Spanish but backed away from discussions in German when our representative tried him out in that language. 4. While our man stated he had no special reason for suspecting Kubecs, hes in- clined to believe that Kubecs might possibly be a Communist agent. C1.) r. 5. Our man has traveled throughout the Latin American area for many ye and has spent considerable time in Guatemala. He mentioned that he knew Pident Arbenz personally when Arbenz was a minor army officer engaged in tli op dusting activities in rural areas of Guatemala. At that time Arbenz and a Colonel iat Sere extremely close personal friends. Our representative says that Arbenz is a man of very limited talents, and he is sure that Arbenz is strictly a front.
