2. was very cautious in his remarks, but I was left with the
impression that he, as well as other members of the Government, were
not completely in,accord with Nehru's attitude towards the US and the
Soviet Union. However, never made such a definite statement.

3. In discussing the threat of Communism to India,- expressed the 0(1X6
opinion that the Soviet Union has nfi desire to take over India because
of the food situation. The average Indian is so undernourished that he,would not make a good soldier, and the entire country. would be a liability
to the Soviet Union because of the necessity of feeding the population.
He believes his Government is making progress with this problem, thereby
depriving the Communists of one of their strongest appeals - more food.
