He thinks that the USSR might make this an excuse for inimical action. 2. He feels that the present submissive attitude of Kekkonen and of the President, Paasikivi, is the result not only of ear o the USSR but also of the 4&SR's promises that they will be well taken care of no matter what happens. 3. Kekkonen is so completely subservient to the wishes of the USSR that there is a growing feeling of contempt for him in Finland. Of this he is fearful.
