1. The attached reclassification proposal will relieve FAD
of many problems of finished production which have existed for
some time. It is in keeping with the Inspector General's recom-
mendation

2. The cost of the adjustment is as follows:
The following factors viii offset the added cost :
a. For FY 56, this reclassification would be in force
for only a fraction of a year and promotions would be made
only in those cases where the incumbents would qualify.
This slight added cost would be absorbed through the reduced
use of overtime.
b. For FY 57, offsetting funds now in the budget
could be used from the GS-14 Propaganda Analyses position

our FY 57 budget, not now on our T/p, amounting to
c. Unvouchered .07 funds in our T 57 budget for
salary of (no longer employed)
d. Reduction of overtime in FY 57 budget of
