ADMINISTRATION 25X1 A
1. The number of personnel charged against ceiling as of 31
August was

August to September to accompany a delegation of
experts to meetings of the Institute of Radio Engineers at San
Francisco, and of the International Scientific Radio Union at 25X1 A
Boulder;, Colorado. 25X1 A
4. On 29 August, returned from a three-
month trip to the Far East where he surveyed foreign document
exploitation activities.
5. The Division reviewed a list of U. S. colleges with
foreign-language departments to evaluate them as to potential
sources for recruiting.
6. Approval was sought for use of FDD employees in off-duty
hours for contracting Q inasmuch as a number of employees
are seeking outside employment, The Office of Personnel disapproved.
The opinion of the Office of the General Counsel was that legally
and administratively the plan was not feasible. This matter has
been dropped-
7. The FDD Budget for FY 59 was completed on 27 August.

3. A new contract form has been drawn up by Contract Personnel
Division, Office of Personnel, for the use of

contract to an attached fee schedule which can be more easily amended

25X1A 5. Several meetings were held with L__J regarding
RPB needs for information from publications v s-a-vi.s the question
In conjunction with this, discussions were held with
International Communism Division, DDP, regarding their need for
information from party theoretical journals; these were found to
parallel closely RPB's needs.
6. By direction of the DD/I, covert material received by
his office and formerly routed through OCR to FDD for abstracting,
henceforth will be sent directly from the Office of the DD/I to
FDD for exploitation. Material of no value will be destroyed.
7. The OCB reviewed on 16 August an ad hoc committee
recommendation concerning the screening of captured German
documents held by the Defense Department. It approved the
procedure that the Defense Department would continue screening
these documents in accordance with U. S. policy statements as
to which documents may be returned and which will be retained
permanently. It was agreed that CIA would not participate in
the screening.
8. Duplicate subscriptions of numerous newspapers and periodi-
cals have been placed to serve the needs of the field office
operations. A study of economic methods for reproducing copies
of such source material is being continued with the cooperation
of Printing Services Division, OL, and Management Staff.

With AFCIN, Miss Patricia Sinnott, to discuss program
guidance matters affecting Soviet order-of-battle information.
Also with Mr. B. H. McFeely, AFCIN, to discuss biographic coverage
of Chinese Communist military personnel.
With Air Research Division/LC, Mr. L. Boszormenyi, to
acquaint him with current Hungarian pictorial publications. Also
with Mrs. J. C. Katz to discuss ARD requirements for information
on Communist China.
US Information Agency
With Production Division, Mr. Theodore A. Wertime, to
discuss program guidance concerning FDD scheduled reporting on
Communist China.

DDP -- Reverse translation, English to German, of a
5-page document titled "Communism is not Socialism."
Office of Training -- Reverse translation, English to
Spanish., of graphic material on "Communist Party Organization."
