SUBJECT: Monthly Progress Report ? September
I. GENERAL
DATE: 5 October 1964
A. The FBIS request for land in the Chitose III area has beep
referred to the Sapporo Office, Defense Facilities Administration
Bureau, for recommendations. Conferences have been held between
officials of the Sapporo and Chitose offices Of DFAB and the
Kuma Station Post Engineer. It is anticipated that the Sapporo
Office, DFAB.will recommend that the land in question be
turned over to the Japan Ground Self Defense Forces, an action
which should considerably reduce the amount of time required
for the ultimate acquisition of the site. The Self Defense
Forces would then tuft over the Chitose III site to FBIS in
exchange for the U.S. ArMy's releasing of the Camp Strong area
where FBIS is at present.
B. There have been no further developments in the bureau's housing
project. A ground?breaking ceremony for the construction of
new ArmY dependents' quarters at Chitose III was held on 2
October.
C.
Chief, Audit Staff FE Field Branch,
conducted the bureau's annual andit'from 23-29 August. No
significant deficiencies were found.

II. OPERATIONS
A. Monitorial
1. The bureau's coverage increased 2 hours and 10 minutes
during September. Reception from seasonal transmitters
continues to improve.
2. The Vladivostok Tel6Vision Service audio channel on 56.25
nice and the recently introduced Vladivostok ultrashortwaVe
transmitter on 69.68 mos were not heard during September.
Periodic cruising is being continued.
3. In accordance with a request from FOS, reception checks of
Seoul programs in Russian and of the Voice of United
Nations Command in Korean were made 15 and i6 September.
The results were wirefiled to Headquarters.

B. Editorial
1. Abstract and wirefile Wordage totaled 144,175; the number
of abstracts was 1,130.
2. Teletype outage totaled 21 hours and 15 minutes because of
line trouble at Chitose and Zama.
C. Communications
On 4,5eptember the bureau was asked by the Officer in Charge,
RUAP relay station (Camp Drake) whether we had the capability
to convert our teletype circuits to 100 wpm. An affirmative
reply was given. No further developments have occurred since
then.
D. Lateral Services
Since 8 September, with the concurrence of the _Tokyo and ?
Okinawa $MIs, all processed copy from Ulan Bator has been
.The Okinawa Bureau will now include this copy
with tha'lrif mails to the Consulate General in Hong Kong.
Previously, the Tokyo Bureau mailed the Mongolian copy to
Hong Kong.

3. A letter was received 30 September from
a Chinese national, expreesing interest in employment with
Taipei. in
FBIS as a Russian monitor. Materials for testing 50X1
have been forwarded to the U.S. AID Mission
4. Tuition for the Chitose American Dependents School for the
1964..65'schoblyear has been raised by the U.5. Any Japan
from $1.75 to $2.00 a day, or a total of $358.00 for each
child for the year. The current allowance for the Chitose
area' in the State Department's Standardized Regulations is
$300.00 a year. It has been determined that Headquarters,
U.S. :An Japan at Camp Zama is also the reporting agent
for the Chitose area. Assistance has beeni,requeeted from the
Tokyo Bureau in attempting to get the tuition alloWance

IV. VISITS
A. On 2 September Maj. Gen. Chesterif.'Clark, CoMmanding General,
U.S. Arm-Jatah, acCompanied hy'COL.'Robert P. Brust,
Commandet, U.S: Army Security Agency, Pacific, ahd'Col.
Oliver I. West; Assistant Chief of Staff,'G-1, U.S. Army
Japan, visited the bureau for orientation. At the General's
request, he was presented A three-volume set of Broadcasting
Stations of the World. On 14 September a letter was received
from General Clark expressing appreciation for the briefing
And for the books. . .
B. On 10 September Lt. Col. Richard Winstead, EXedutive Officer,
12th U.S. ASA Field Station, visited the bureau for briefing
and orientation.

SUBJECT: Equipment and Facilities Report for month of September. 1964.
1. The following developments regarding bureau equipment and facilities
are brought to your attention:
Remodeling of Quonset 507 began during the second week of
September. All needed materials have been procured and no
further delay is anticipated.
As of this date, the project is approximately 65% complete.
Twelve reels (six thousand feet) of R085/U cable have been
received and are presently being stored outside the operations
building. Limited space availability precludes inside storage,
however, a large tarpaulin has been acquired to cover cable
during winter inclement weather.
2. The following items have been received and entered into bureau
non-expendable property accountability records:
(a) Headset, electrical crystal type, Quantity 4, value: $88.00.
(b) Clutch, three speed, f/u/w Model 28 KSR Teletype.
