General
10 August 1959
1. Assistant FBIS Operations Officer, returned
to headquarters on 3 August fruit his African field survey 'brit to Nigeria.
Ghana, and Liberia. Survey results are now being evaluated. 50X1
2. PUS' service to the U.S. delegation at the Geneva foreign ministers
talks was resumed when the conference reconvened on 13 July and continued
until termination of the conference. Propaganda analysis report No. 140 on
the conference was cabled to Geneva on 27 July. Support of the U.S. delegation
at the Geneva atomic test-ban talks is continuing, with propaganda on the
talks covered in the cables on the foreign ministers talks. 50X1
3. A review of Soviet radio propaganda by Radio Propaganda Branch on
Vice President Nixon's Moscow visit through 29 July was prepared on that date
at the Director's request, for forwarding to the Vice President. Two propa-
ganda-analysis items on the IBIS Wire responded to State Department and DD/P
requests for reviews of the bloc propaganda assault on "Captive Nations Week"
and of Moscow's initial reaction to the Nixon visit and the U.S. exhibition.
A farther report on Moscow radio treatment of the Nixon trip was prepared by
Radio Propaganda Branch on 5 August at the ntreetor's request for forwarding
to the Vice President on his return. 50X1

4. The IBIS direction-finding problem was raised at the 28 July meeting
of the U.S. Intelligence Board. The Board agreed to conduct a study of t
rRricdtand ordered the constitution of an ad lioc subcommittee,
was appointed chairman.
5. Plans for a pilot TV monitoring project in Havana have been cancelled
because of budgetary limitations and the unstable situation in Cuba. Elperi-
mental-monitorins to into photography-4TM be undertaken at selected field
bureaus. 1
6. There was a slight drop in Latin American subversive and clandestine
broadcasting activity, du* in part to seizure of some transmitters and
apparently also to increasing political pressures. A new Venezuelan clan-
destine was intercepted, as well as additional anti-Dominican broadcasts by
Venezuelan transmitters. In the Near East, one of the two OAR-sponsored Anti-
Qssim clandestine stations ceased operations, but the most nowerfUl of the
overt Radio Cairo transmitters came on the air.

7. A new series of Quechua broadcasts by Radio Moscow occurred during
the month. Special tape recordings were prepared for USIA who is forwarding
them to a reputedly qualified translator at its La Paz post. A tape of the
former series was also sent to La Paz.
8. USIA advised IBIS that an immediate reduction of two teletypists
must be made in the joint London wire staff owing to a budget reduction, and
agreed to bear the burden of service reduction resulting therefrom. Mean-
while approval was given MIS London for the procurement of new local circuits,
effective 1 February, necessary for the consolidation of communications at
Caversham. USIA was assured that IBIS will continue joint operation until
the Embassy is ready.
9. A new preprinted heading for the "pink sheet" was inaugurated. The
revised format, which more prominently identifies IBIS as the source of the
information reported and changes the heading to "Significant Radio Reportage"
(dropping the redundant qualifier "foreign"), donsiderably enhances the
appearance of this daily summary of broadcast highlights.
10. Of 297 items included in the OCI Daily Digest during the month, 76
(25.5 percent) were based wholly or in part on IBIS sources.
U. At the request of the office of the Commandant, Army War College,
reprints (250 copies) of two Moscow Radio commentaries carriea:previously
in the Daily Report were made for the surer class convening 13 July. The
purpose was to provide current examples of 'rep Soviet radio
propaganda for student study and discussion;
12. IBIS operations at the Bolo Point site iWOkinava may be affected
by Air Force plans to install and periodically test MACE launching facilities
on the old Bolo airstrip, and Army plans for' test firings at Nike/AJAX Site
near the IBIS Station. Related questions are being studied preparatory to
determination of steps to curtail test firings if possible, and to again
reserve space for IBIS at Sobel should it bedomenecessary to move the station.
13. Department of State allocated funds to build the Saigon Embassy, and
plans to advertise for bids in late 1959. Space for the IBIS Saigon Bureau is
now planned on the second floor. However, projected operation of Co trans-
mitting antennas on the roof with IBIS receiving antennas raises some doubt
as to the usefulness to IBIS of space in the EMbassy. Chief. Saigon Bureau
has been asked to comment and make recommendations.
14. On 10 July IBIS presented an orientation for
of State and Any Map Service personnel. On 17 July
Acting Chief of Biographic Register presented an orientation to a group o

16. Beginning with the Target
List issued 31 July a new category,
"International Congresses," was added as section VIII. The purpose
here is to divorce such targets from any one world area, since by their
nature they encompass all areas, and by grouping them together as a separate
unit to emphasize the growing importance such world meetings are assuming
from the intelligence standpoint. Field editors are invited to comment on
this new feature and to make any other

1. London Bureau editors are requested not to be overly sparing in the
filing of material from "Voice of Truth" broadcasts in Greek. Nothing was
received in headquarters, for example, in regard to this station's handling of
the Glezos campaign. A few sample commentaries or better yet an FYI along the
lines of the roundup published in the BBC's SUMMARY OF WORLD BROADCASTS (Part
IV, weekly supplement no. 12, July 9) would have been welcomed here.

FIELD OPERATIONS CCSIMENT
1. The Records Center has expressed hearty approval of the practice of
several bureaus to cover with "Dictapak" envelopes the mounted belts in
shipments sent for permanent retention. This use of envelopes, otherwise
thrown away, saves a step in the handling at the Record Center when the items
are placed in permanent storage, and its adoption by all bureaus in strongly
urged.
2. Bureaus are advised that the Stelma electronic word counters, now
in use at some bureaus and to be installed at others, are for the purpose
of measuring overall traffic volumes for communications management purposes.
These overall figures include everything except test tapes, and care must
be taken to insure that the switch for the appropriate counter is thrown off
during test transmissions. The switch and its use are identified in operating
instructions provided by the Engineering Staff.
. The Western Hemisphere specialist of the Broadcast Information Section,
departed for two months TDY at Panama Post. In addition to STAT
cruising the current Caribbean situation and specific Latin American needs, he
will provide the first survey of potential of the new Post operations site.
EDITORIAL BRANCH COMMENT
1. General
a. Field editors are reminded of the need to identify by appropriate
processing indicators any portions of speeches or other materials contained in
FYI's or editorial reports but actually processed in other than summary form.
This type of material is frequently used by the FBIS Wire and often elicits
queries from consumers regarding extent of processing and prospects for future
expansion. Accurate identification of textual or excerpted portions can be of
considerable importance in answering such queries and also help the wire editor
decide whether to run an item immediately or defer it for fuller processing.
b. A small book, "The Elements of Style" (published by the Macmillian
Company), written by William Strunk, Jr., with an introduction by E.B. White,
is called to the attention of all--editors, monitors, engineers, administrators-
for their enjoyment and an instruction in lucid English. Particularly
appropriate, from page 17:
Vigorous writing is concise. A sentence should contain no
unnecessary words, a paragraph no unnecessary sentences, for
the same reason that a drawing should have no unnecessary
lines and a machine no unnecessary parts. This requires not
that the writer make all his sentences short, or that he avoid
all detail and treat his subject only in outline, but that
every word tell.

a. The bureau is cammended for its coverage of the Khrushchev visit
to Poland.
b. Roundup writers are reminded that a single descriptive sentence
in the roundup is generally sufficient for an important item which is reason-
ably certain to be published in full in the same day's Daily Report. In
preparing the roundup the writer should make an effort to eliminate incon-
sistencies in tenses.
3. Mediterranean Bureau
a. The bureau is commended for its rapid and accurate processing of
the voluminous Iraqi anniversary material. Use of alternate facilities during
communications outages enabled the Daily Report to publish promptly the account
of the Baghdad anniversary parade and the Nasir interview material.
b. The trend toward continued tightening of the Middle East Review
is appreciated. Topical heads such as "Kirkuk Revolt" or "Egyptian Anniversary"
are preferable to such general heads as "Iraqi Affairs" or "Egyptian Affairs."
Writers should keep in mind that the roundup is to be written in the present
tense.
c. The increased briefing of routine Middle East material and ge-aeral
improvement in the writing of briefs have been welcomed by headquarters editc.:e.
In briefing UAR items the terms "northern" aid "southern" regions may be dropped
in favor of "Syrian" and "Egyptian."

d. To facilitate distribution in headquarters, briefs processed
fram Soviet regional transmitters should be slugged "USSR Regional Briefs"
only if they deal with topics of a regional nature. All items pertaining
to international matters, such as the visits of foreign dignitaries, or with
national affairs should be given the appropriate "USSR International Brief"
or "USSR National Brief" slug and filed without the Only" flag.
4. Austrian Bureau
STAT
The bureau's response to the request for FYI's listing available
leader speeches and advising headquarters of proposed filingdates is greatly
appreciated. A261555 and A301346 and A021551, 061704 and STAT
071410 are excellent examples of FYI's which greatly facilitate headquarters
publication planning.
5. East and West Coast Bureau, Panama Post
Coverage of the prolix Castro speeches has been generally good. It
is suggested that direct quotations be used whenever possible, although the
difficulties in this respect are fully appreciated. Improved coordination
between WCB and the Panama Post in processing lengthy speeches should result
in increased economy of effort by personnel of both bureaus.
ALMINISTRATICO
1. Bureaus are advised that all claims for Compensation and Medical
Benefits must be presented to headquarters. Payment may not be made in the
field.
