Letter of Information Notes - October 1961

1. BIS, is on temporary duty at the
Key'llest Post to evaluate and assess the scope of the current
reorganization df the Cuban domestic reAio system. Preliminary
information indicates that-tae_Cfth radio has dropped many stations
and has incorporate:totters into a few' major networks.
2. Communications Developments:
a. Messages transmitted, by vire between the London end
African Bureaus are also being airmailed to the addressee to insure
receipt of the messages. This procedure was instituted after several
messages were lost by the Nigerian Post SI Telegraph.
b. Teletype service between the atcyo Bureau and headquarters
has deteriorated seriously. Measures undertaken with a, view to
improvement included consideration of equipment modernization and
meetings with representatives of the Office of Communications 3-6
USACA and DCA to get better service. DCA has promised IBIS a second
allocated circuit from Tay? to headquarters.
3. A staff paper on the Panama Post expansion is nearing completion
by the Field Operations Staff.
4. Necessary equipment has been sent to the Hokkaido Bureau
and is being requisitioned for the Mediterranean Bureau to permit
increased cruising efforts to locate additional USSR domestic teletype

7. She IBM runs for the BIS publication "Broadcasting Stations
of the World" have beentontileted by the OCR. The materiel is being
turned over to CIA Reproduction which will negotiate the printing
contracts with the Government-Printing Office. The publication should
hi ready for distribution in February 1562.
8, Bureaus are remindedthatrequests for Ai:Mine filing of BIS

9. Significant broadcasting developments during the past month
includes Radio Peking's unexplained suspension of its broadcasts in
'Darkish and Persian since 8 November and a general frequency change on
30 October 1551. Also, the Radio Moscow recorded programs rebroadcast
on the Peking Rome Service have not been heard:** PBXS monitors since
23 October. Radio Peking in early November started retransmitting a
trard.boar nightly program in Albanian of Radio Tirana, apc._:-.ly-beamed
