1. East, Coast Bureau Spanish monitor
17 August 1961

1 August for Femme to assist the Pest to better cover news and comment
broadcast on the IWECOSOC conference at Punta Del Pete, Uruguay. Be
will remain in Panama until 17 August, returning by way of the Key West
Pest Where he will remain for two weeks to permit to take
two weeks annual leave.
2. As an initial step in increasing the Panama Post coverage of
Latin American broadcasts the Post hired two Spanish monitors and a
teletypist during the month. An editor will be assigned to the Post in
early fall to permit the establishment of an evening shift.

, East Coast Bureau French monitor will
depart 6 September for Kaduna, Nigeria. He will remain there for
approximately three months to assist in the training of monitors
recruited for the African Bureau.
4. Bureaus are reminded that in reporting on Communist bloc
radio broadcast suspensions or cancellations which may have great
political significance, care should be taken to determine whether such
programs have actually been suspended or merely shifted to new times or
days of week. T6e recent reporting by two field bureaus of the suspension
