Cyprus Situation: There was very little thange in the Cyprus situation as it affected Mediterranean Bureau operations, but planning to meet any future emergency continued. During their visit to Cyprus and the European Bureaus, Messrs. Larocque, Seely and reviewed arrangements for possible further evacuation of personnel, establishment .of emergency monitoring sites* and the status of evacuated personnel And dependents in England* Austria, and Beirut. More equipment* .including seventeen receivers, was sent to the Austrian Bureau for .safekeeping. Because of deterioration in the reception at Caversham of Middle East broadcasts. it was decided to return three Arab monitors And Chief Monitor from England to Cyprus. In early June the Deputy Chief and the Chief Engineer of the Mediterranean Bureau wont to Israel to confirm arrangements for emergency monitoring in Tel Aviv of Greek, Turkish, and Cypriot broad- casts if evacuation of the Kyrenia/Karavas area became necessary. As a result of these talks, the Israelis agreed to accept a larger cemplement of FBIS people and also to permit direct FBIS monitoring for "flash" reporting. Recorders and transcribers have been shipped to the American Embassy in Tel Aviv for storage and the Austrian Bureau alerted to prepare six radio receivers for shipment to Tel Aviv if requested. Meanwhile, U.S. Ambassador Belcher urged that the wives of several senior diplomatically accredited Americans, including the Chief of the Mediterranean Bureau OM their husbands in Cyprus for representational purposes. and her two children will depart for Cyprus in mid-July to 1 ve n N costa* since the Ambassador still does not wish to isolate any dependent in the Kyrenia area. 2. Saigon Security: The sinking of the aircraft ferry "Card" in the Saigon River and tfio wounding of eight Americans in a grenade explosion on the street near the Saigon Bureau offices early in May brought tightened security measures in the city.. Security precautions now include limitations on the number of Americans permitted to congregate and assignment of special troops and police to guard private homes dnring parties. There were no further incidents during the month, which may or may not have been the result of these precautions. n ? A Soviet Literary Gazette article attacking the DCI was brought to the Director's attentiqn at a staff meeting on 27 May and resulted in his personal request for a copy of the article. 4. NASA Request: At the direction of the AD/0? formerly with the Agency and now with NASA, was supplied with a complete filo of all monitored references to the 24 May New York Times article reporting the release of radioactive plutonium into the atmosphere over Africa as a result of the malfunction of a U.S. Transit satellite. Hungarian Broadcast: The State Department expressed appreciation for the fist delivery of the text of a statement on improving American-Hungarian relations made by Professor Wigner of Princeton University while on a recent visit to Hungary. Tho Professor was informed by the Hungarians that the statement would be broadcast 6 May, the London Bureau was alerted, and the text of the statement was delivered to the Department of State Wspecial courier. 6. Support to Baghdad Embassy: FBIS forwarded to the U.S. Embassy in Baghdal upon request a review ok Soviet propaganda on the Kurdish problem since the February cease-fire in Iraq, noting that Moscow has welcomed the cease-fire but has expressed skepticism regarding the Iraqi Government's intentions to honor its cease-fire commitments and settle the Kurdish issue. 7. Support to US'S: Information on the content of Moscow broad- casts to Cuba during the period of Castro's new propaganda offensive on overflights was supplied in support of a project for the Director of USIA. B. Daily Report Subscribers: Senator Mike Mansfield has becothe the first member of Congress to receive the four area Daily Reports on a regular basis. Ambassador Gerard Smith, Special Assistant to the Secretary for NATO Multilateral Force Negotiations, requested regular distribution of the USSR 6 East Europe Daily Report. 9* Service for Senator: Senator Claiborne Pell of Rhode Island submitted a request through the Legislative Counsel's Office for any West German comment on President Johnson's interview with the West German Magazine quick. New Lateral Services: Field bureaus instituted the following new services: The entire Key West file is being sent to the Miami USIA office: all references by Middle East transmitters to Western bases in Libya are being wirefiled to Headquarters, U.S. Air Force . Europe; all items from North and South Korea are being wirefiled to the 508th USASA Group, Korea; and The WHO Epidemiological Bulletin is being wirefiled to Aerospace Medical Division, Office of the Surgeon General* USAF. 12. Laotian Crisis: Communist propaganda on critical factors in the Laotian situation was reviewed in two analysis items disseminated on the ERIS Wire. Advance copies of articles in the FR'S Survey on the Southeast Asia situation wore supplied to the DD/I, ADC% ONE, and Chief, DDP/FE, as well as to 1NR? Department of State. 13. Radio_propaganda Reports: The 15th report in the Cuban series examined Havana radio and press materials on the trial of Marcos Rodriguez, which involved an open display of factional strife in the Cuban leadership. A Radio Propaganda Report entitled "Conservative Doctrines Gain New Currency in Soviet Military Discourse" was issued as CD.246. 14. Daily Report Supplement: A 39-page Par East Daily Report supplement published 11 Maycontained the "Seven Letters Exchanged Between the Central Committee of the CCP and the Central Committee of the CPSU since NoVetber 19630'fublished by the Central Committee of the CCP*" 15, OCI"s_Use_ef Material; During May 14 percent of the items appearing in the OCrbigest were based wholly or in part on material supplied by FBIS. 16. Radio, Publications Exploitation: Eighty-seven percent of the Daily Report was devoted to broadcast material and thirteen percent to press scrutiny. 17. Coverage Coordination: The Panama Bureau assumed responsibility for coverage of Irportant or special Latin American programs which are broadcast during hours when West Coast Bureau monitors normally aro not on duty. This will reduce processing delays and simplify coordination. In the seasonal coverage switch between the German Bureau and the BBC, the German Bureau has taken over coverage of East German programs, which Cannot be heard by the BBC, and the BBC has assumed coverage of all Moscow German to Germany in exchange. 19. New Moscow Broadcasts: Moscow added two new languages in its international broadcasting during the month. Puerto Rico Survey: The Puerto Rico survey conducted by was completed28 May. returned to Washington and proceeded to Montevideo to make a preliminary survey of the southernmost South American countries. The Puerto Rico tests were conducted approximately 18 miles south-southeast of Mayaguez in the Lajas Valley where undeveloped land is available and road access is good. Preliminary studies indicate a bureau in Puerto Rico could take over some 97 percent of the present Latin American coverage of both the East and West Coast Bureaus. Reception of press circuits from Europe, Africa, and South America was very good. 24. Communicationt_Modetaizationt Planning for the modernization of the Headquarters teletype room was completed and GSA personnel began rewiring and carpentry work on 2 June. The present schedule calls for installation of new equipment in July. 25. Trans-Atlantic Cable: Tho Department of State has accepted the Press Wireless Ltd after to provide London-New York Cable service at a substantially lower price than is now paid for the Western Union Service. FBIS will share this service with the Department of State. It is hoped that it will be activated by 1 July* 26* Megnotic_Recordert, Transcribers: Tests at the East Coast Bureau of IBK lightweight transistorized magnetic belt recorders and transcribers were completed with excellent results. It it planned to adopt this equipment as the standard F815 recording and transcribing equipment. 27. pester Roy:West Communications: The speed of the Key West Bureau's teletype circuit was increased to 100 words a minute on 15 May. ADMINISTRATION 28, Personnel: During the month of May throe employees entered on duty, two transferred, and none separated.
