OPERATIONS Monitorial/Editorial: With the arrival of a third staff monitor to fill the newly designated additional slot at the bureau (see par. II), plans were completed to revise the monitors' work schedule and the bureau's coverage and hours of operation, to be effective 15 September. Details of the revised coverage. will be included in the midmonth coverage change report. The bureauts expanded hours of operation were reported in FL 178. Cuban television kept generally abreast of the fast-breaking events in Washington surrounding the resignation of President Nixon and the assumption of duties by President Ford. Havana television newscasts showed an obviously monitored U.S. film clip sequence of Mr. Nixonts farewell statement along with old films of past speeches and press con- ferences by Mr. Nixon and recent shots of President Ford. The bureau supplied dubbed English for a Havana television report on Raul Castrots tour of the archaeological site of Iviachu Picchu while on his visit to Peru in August and forwarded the videotape to Headquarters for possible training use. Ilintercepted a special Mexico City International Service live broadcast of President Echeverria's return from his Central and South America and Caribbean tour. Monitors provided. priority processing of his unscheduled press conference remarks on the occasion. The bureau also monitored special programming of the inauguration of Dominican Republic President Balaguer and monitors filed a long editorial report on the ceremony. Publications Coverage: A bureau proposal to add one additional Caribbean English-language newspaper, the Barbados ADVOCATE-10K5., to coverage was sent to Headquarters on 15 August. Cruisi :Q completed its reception check of London World Service in English early in August. As expected, reception in the evening hnurs of the world news and press review was solid. The hospital- ization of teletype supervisor with a heart attack prompted STAT a call to Headquarters for assistance. Communications Branch responded uickly with the loan on TDY of veteran communicator STAT completed her TDY assignment to the bureau. She had filled in ?TAT during staff monitors) summer a nua eaves, and will return to Q in September. 0 arrived in I I on PCS to fill the bureau's newly ~~~ designated third monitor slot. Two BIG video recorder malfunctions were encountered during the month. Both were minor. One involved replacing the tach pulse lamp on the preamplifier board. The other (Mod. 706) was indicated by the scanner drum rotating at about half-speed with mode switch in the 60Hz position, although running normally in the 50Hz position. The problem was corrected by removing the scanner motor drive board, cleaning the contacts, and reseating. 2. A commercial power failure occurred on.21 August for approximately 12 hours. The bureau's emergency power equipment functioned normally. 3. applicant for part-time technician position, STAT visited the bureau a number of times in early August and was given limited orientation on bureau procedures and familiarization training on some bureai equipment.. Havana Domestic Television was rated fair to good throughout the month. A total of 51 regularly scheduled programs were recorded; 31 were rated good, 18 fair, and 2 poor. Special recordings were rated generally fair to good. 2. Cuban mediumwave reception was rated generally good. Radio Bahamas was generally fair with some interference during the morning program. Radio Belize was rated fair to poor. 3. Dominican Republic shortwave reception was rated generally fair to poor. Radio Clarin (4850 Khz) has been unheard since 9 August. Radio Comercial at 0930 Gild' has been heard intermittently with poor reception. Domestic Service has been generally poor on 5970 Ichz; however,. on.16 August it carried President Balaguer's inaugural speech and ceremonies on 9505 Iihz with good reception throughout. 4. Reception of Mexico Radio Yucatan was rated generally fair throughout the month. Radio Universidad was heard only intermittently with poor reception.
