SUBJECT: Augmenting FBIS' South Asian Capabilities
REFERENCE: Your Memorandum of 2 April 1979
I fully agree on the need for quick measures to improve FBIS
monitoring of the whole South and Central Asian area. Along this line:
An FBIS technical survey indicates that much of the coverage
could be obtained if a bureau were located in Oman, Bahrain,
Qatar or the United Arab Emirates. State Department is helping
narrow the choice to the country whose government would be most
receptive and where logistical needs can be met. State
and FBIS are moving as fast as possible.
The rest of the coverage (mainly some of the Soviet Central
Asia transmitters and those along the Soviet-Chinese border)
can best be heard', in India. Ambassador Goheen is seeking the
views of the Indian Government on collaboration of FBIS and the
Indian Monitoring Service which would obtain the relevant
coverage. F7
Regarding your comments on pressing forward on a bureau in
Pakistan, we have been told by Ambassador Hummel that an
approach at this time to the Pakistani Government concerning
FBIS is unthinkable. F-1 .
