MEMORANDUM FOR:
SUBJECT Comment on Program for Drafting a History
of the Clandestine Services
REFERENCE History of the Clandestine Services, Preliminary
Appraisal of the Problem (Part Two)
1. There is a valid and much-needed requirement for preparing a
comprehensive Clandestine Services history as noted in paragraph one
of the above-mentioned reference.
2. I concur fully with the recommendations contained in paragraph
six of reference that a small Clandestine Services historical board be
formed and that it select a!small number of well-qualified draftsmen to
write portions of the history.
a. This board should sit oftener than four times a year as
suggested in reference. Perhaps such a board should
be involved fairly continuously with the drafting of terms
of reference for the historical input and when required
perform in ax additional advisory capacity on material
submitted for the history.
b. It is needless; to say that any contributions to such a
history must contain as much documentation as possible
and be a sophisticated piece of writing.
3. The advantages of:. this proposal contained in paragraph seven of
reference are well taken.
4. The responsibilities of the officer of the Historical Staff as noted
in paragraph eight of the reference are well conceived. I would add one
more paragraph as follows:

"Acting as the Chairman of the Clandestine Services
historical board with authority to call the board when
needed and assign to it those broad functions required
to assist in the preparation of a : truly professional
Clandestine Services history. "
